Negotiation Notes
BOE
Negotiation commenced at 8:30 PM on the phone. Participants from BOE, Deanne Flynn (Chief Negotiator), Sandra Givens, Christina Akroush
Opening:
The average current salary across the board is 6%. We requested a 7% salary increase across the board.
BOE Opening Stance:
Student/Teacher Ratio currently at 13.5 bring to 15.5
Reduce teachers to 50
Have 9 Teachers for floating
Teachers would be reduced from the current levels:
25 from step 2
19 from step 3
6 from step 4
We (Teachers 2) then requested a 2.5% salary increase across the board to include Administration. If proposed, teachers would be taking on additional responsibilities therefore a raise would be appropriate.
BOE then proposed:
Section 4.1: Switch to an HMO from the current health provider. Increase percentage for health care up to 20%. This would be a fifty percent savings to the School District. BOE advised, we (Teachers), would only being contributing 5% percent more for health care.
Section 2.4: Emergency assignments- BOE proposed as long as there is a reasonable time frame They are willing to work with us on the details and implement a “time cap” for one week.
1. We proposed 2-4 weeks. BOE proposed utilizing the 9 floating teachers and 2 weeks would be the max considered. BOE has to confer with group.
Workload: currently 13.5 bring to 15.5 ratio
Early retirement:
Teachers 2 proposed cut teachers from 50 to 25 for a 14.3 ratio
Section 4.2 Accumulated Sick leave:
BOE proposed, hold one out of every four days capping out up to $5,000 from $7,500
Section 4.3 Bereavement leave:
BOE proposed two-days of leave. We must define what “immediate” member of a teacher’s family is to come to a final conclusion
Section 5 Evaluation:
Not most important thing. Having a consultant can affect morale for the Teachers. BOE conceded to push to next year’s contract renewal
Section 6 Binding Arbitration:
BOE proposed having a hearing officer to make recommendations. We (Teachers 2) agreed. BOE would have final decision making
Final wrap up:
Suggestions on where to save were as follows:
· Teachers 2 proposed cutting 25 Teachers instead of 50
· 2.5 or 3% salary increase across the board for the entire Administration
· Pushing consultant off an additional year
· 15% for the HMO instead of 20%
· Give a lower raise to Teachers on the lower salary steps
· Teachers pointed out the $50,000 audit error
Both groups agreed to meet next week Wednesday, Oct 4, 2017 at 8:30 PM. Negotiation concluded at 10:00 PM
