Review of a Bill

Discuss the major provisions of the bill: What is the bill’s aims or objectives? What is the bill going to enforce/implement/supply/deliver?

Demonstrate an in-depth understanding of the legislation by explaining the background and relevant facts: What is background on the issue that the bill is addressing? Provide evidence to support this information (references/in-text citations). What are the facts on the bill? Was there any disagreement between committees or between different governmental branches/entities? Provide information from sources such as experts, consumers, professionals and researchers about your bill? Was there a cost-benefit analysis? Were there any costs?

Discuss any relevant history related to the legislation, pertinent votes, and issues that are stalling the legislation, etc.: When was the bill first introduced to legislation and what committee/branch was it presented to? When did it pass and go to another committee/branch? How many yea and how many nays are documented? Provide a timeline for the bill beginning with the date it was first introduced.

Identify key supporters and those who do not support the bill: Who is/are the sponsor/co-sponsors for the bill? Why do they support it? Who are the individuals that do not support the bill? Discuss why they do not support the bill. Not all interested parties accept a policy, and efforts may be made to defeat a policy. There may be various viewpoints.

Explore the positions of the key stakeholders in the bill, both pros and cons. Do not make assumptions about potential key stakeholders: Identify the key stakeholders and discuss in detail the position of the key stakeholders.

NOTE: key supporters and key stakeholders are 2 different groups. Supporters would be those individuals that stand up or hold firm their belief in the bill with or without support from others. Stakeholders would be those individuals/organizations/companies/big businesses with a financial interest in the bill.

Discuss how the bill would impact a nurse’s ability to provide safe and quality care or to practice to the highest scope of the nursing license: (1 paragraph) – Describe the impact of the bill on nurses or the nursing scope of practice. This may vary from state to state. If/When the bill passes, how will it affect nursing care?

Explain specific actions that nurses can take to assist with the passage or defeat of the legislation: (1 paragraph) Why is this bill important to nursing? Discuss the roles of nurses in the process. What actions can nurses take to help with the passage of the bill? What can nurses do to defeat the bill, if applicable?

References are listed alphabetically in APA format. See chapters 9 and 10 of your APA 7th edition manual. We are ONLY using APA 7th edition. See pages 61-67 for an example of a student paper. Do not include Running headers in your paper. These are no longer required for student papers. Use 12 pt font – Times New Roman or Calibri. The body of your paper is to be no more than 4 pages, excluding the title page and the references. Use 1-inch margins all around, double-spaced. DO NOT EXCEED 4 PAGES in length. Should the body of your paper exceed 4 pages, only the first 4 pages will be graded. Any content that goes beyond 4 pages will be graded as if you did not include it in your paper. AGAIN, double space your paper.
