The reason the initial schedule is simply a guess is because the initial schedule makes assumptions that a perfect project will go forward without any issues or delays.  The initial schedule should be used to baseline the project but stakeholders need to understand that delays may occur and issues may occur that may cause the project manager to re-baseline the schedule.

One idea that an owner can use when trying to get realistic schedules from contractors will start during the bidding process of the job.  Part of the bid package will more than likely have a high level schedule and the owner can compare the schedules to find the similarities in those schedules.  When the owner has an understanding of those schedules then they should be able to determine an approximate time that the project should take but they also need to take into account the possibilities of delays from suppliers, unions, or even weather in the projects local area.

This can help to provide a better understanding of how long each construction phase is going to las or how long it will take to the company to complete it. What it means is that this tool can help to show which phase takes more time and which other phase takes less time. Now by having a well prepare initial schedule, the CG, PM and the owner will know how much time each phase will take to be completed and how long will be the overall project completion.

In other word, this method is linked in some way with payment and completion. What it means is that if the phase is completed, the contractor will receive his or he payment. On the other hand, if the phase is not completed, the contractor will not be paid until the work is 100 % complete.

Initial scheduled may be viewed as a best guess since they are an estimate and overall plan of the future of project. The schedule is, in a way, an expectation for the outcome and therefore we cannot prepare for every unforeseen event that can occur. Another factor is the multiple activities that occur at the site. Since many events overlap with other events there is more chance for unforeseen revises to occur. Therefore, schedules are required to be updated constantly to tackle issues as the project develops. Having an initial schedule to be viewed as a best guess will benefit the contractor and the client to have an estimated expectation for the project’s conclusion.

The contractor should provide the documentation necessary to the client to ensure the numbers on the schedule are correctly estimated. The documents will be the contractor’s credentials and will assure the owners they are receiving more realistic schedules by comparison. Although, not every event that can delay completion of the project can be unforeseen, comparing to previous complete projects can help generate more realistic approach. Another contributing factor to providing realistic scheduled for owners can be through payment incentives. Perhaps, the completion of a milestone in a project will guarantee the money is distributed. This way the owner can protect their investment by guaranteeing it is being built accordingly based on previous projects from the contractor and motivated through compensating incentives.
