Full Practice Authority (FPA) authorizes Nurse Practitioners (APRNs) to perform patient care, diagnose, plan, order tests, and prescribe medications through the exclusive licensing authority of the state board of nursing without the need to submit to the doctor. (Moore et al., 2020) Because APRN education programs across the country follow the same certification standard and adhere to national standards, licensed Nurse Practitioners have standardized knowledge and skills across all schools. It is necessary to be trained and licensed as an RN initially, complete a postgraduate degree in nurse practitioner in an accredited program and pass the national certification exam of the board of nurse practitioner. Even with all the national requirements and standards in nursing, there are still inconsistencies in the understandings and authorizations of state laws and state licensing bodies, and each state defines the scope of the APRN.
For some older professionals in medical practice, the FPA may be initially interpreted as a loss of space and clients by the physician. (Van der Biezen et al., 2017) However, this is different from what happens in practice. Due to the great demand for health professionals in rural areas, population growth, and not balanced growth of licensed medical professionals in the country, the presence of a Nurse Practitioner to meet the demand in primary health care is an intelligent and effective solution.
The joint work between doctors and nurses in defense of the FPA has benefits for the patient and health institutions, as it facilitates patients' access to health services by increasing the number of professionals available, lowering the cost of care for insurance, and directing patients who require more care or specialized care to the medical professional. ( Madson et al., 2020) This practice uses the resource of referring to medical professionals more accurately and without overloading the system.
However, there are also downsides to this process when nurses collaborate with medical organizations in pursuit of the FPA. Nurses' need to negotiate and reduce specific actions in search of an agreement stands out among them. (Madson et al., 2020) Also, the difficulty in finding the balance between institutions makes the negotiation and determination of laws time-consuming and frustrating for nursing professionals.

The main advantage of collaborating with physician organizations in the FPA legislation is the increased access to reprices. Physician organizations have more experience and knowledge of how policy is formed and how it can be lobbied through the different hurdles of the legislative bureaucracy. This information, knowledge, and expertise are essential as it is tagged and attached with legal advice and research which can help to make legislation that pushes for FPA legalization all over the United States. Furthermore, collaboration enables physicians to address their concerns with FPA directly with stakeholders without involving the authorities. This, in turn, enables the physician organizations to provide their concerns which are used as the basis to ensure patient safety (DePriest et al., 2020). The collaboration between APRNs and physician organizations could be the link that will improve the quality of healthcare delivery and the public's trust levels towards the healthcare system. Collaboration also would mean increased communication, which would foster respect and teamwork. Both elements are vital if both physicians and APRNs are to work together. Respect and teamwork ensure that coordination is increased, and conflicts of interest are reduced, which ensures that healthcare delivery is prioritized (DePriest et al., 2020).
Among the disadvantages of collaboration is the resistance that may appear, limiting how much an APRN can practice. This often leads to mistrust among healthcare workers, where the patient is often grossly affected (Kleinpell et al., 2022). Additionally, the associations may not appropriately represent the needs and wants of the APRNs due to fears of reduced clientele, which may lead to a significant decrease in the quality of care that patients can get from the healthcare system. Another disadvantage that will often present itself is bureaucracy. Working with associations and multiple elements of the healthcare and legislative systems is often slow, which means that implementation and adoption of FPA rules could take some time (Kleinpell et al., 2022). The delays could also affect legislation. Bureaucracy is also linked to conflict of interest, meaning that when agendas do not align with serving the population, FPA rules get delayed.
Conclusively, FPA implementation is an urgent matter that needs to be adopted and legislated upon with haste. Its implementation is reliant on the collaboration efforts between associations, which may delay the different elements of legislation and implementation. Regardless of bureaucracy, it is essential that healthcare professionals remember that the patients and the public are the priority.
