Method 3F has been used in many parts of the globe, such as China. The procedure is used to describe how the best talents are distributed throughout the world and decide whether these skills are needed in a particular country. This methodology works by calculating a brain growth index to determine the demand for top specialists in a country like the United States. The method includes focus, research and discovery competence and skills, and brain density. These four factors are used to rank regions and countries based on their ability to produce top-tier talent. The methodology is sophisticated but relatively intuitive, and has been applied worldwide (Di Martino et al., 2020).

Effort means the United States should pay more attention to high-frequency keywords in this area. This is achieved by obtaining the most cited articles available to us. The search uses identified keywords to find the best talents in the same area of ​​Web of Science, and pay more considerable attention to these articles. Similarly, curated articles may be the best bet for capturing knowledge, insights, and talent in one project at a time. Search Engines have demonstrated a track record of being frequently updated and mobile-friendly. Depending on the target audience and the interests of the user, there are dozens of ways to improve online visibility (Rani & Kant, 2020).

In consideration of the entire topic, it is safe to say that the US should introduce more top talents within the field of big data and cloud computing through the use of bibliometrics and data science. With the availability of biometrics technologies, online tracking, and categorization, and their synchronization to a central repository, one can easily access and integrate the data from all the data centers on their network. The cloud infrastructure at the data centers delivers services for various users, including government, commerce, and academic institutions. The knowledge is spread across diverse channels in different countries, which creates an extensive data set. The CSIR consortium has over many researchers and learners in different countries (Di Martino et al., 2020).

According to the International Data Corporation (IDC), India's number of users is expected to surpass the 10 million mark. Information and communication technology (ICT) has been at the center of transforming the economic and socio-cultural life of the country. However, as the country continues to grow, the rapid pace of change leaves a considerable gap between technology and the customer base. Any technology that is genuinely advanced needs to address the needs of the customer effectively and leverage the environment for efficient data processing and information exchange (Rani & Kant, 2020).

Cloud computing and big data and is a new and growing sector in China that enables China to appliance innovative development strategies and stimulate industrial transformation and innovation. The development of big data and cloud computing requires a skilled, productive, and healthy workforce that focuses on excellent skills development and continuous learning. Strong recruitment and retention of qualified employees are some of the critical factors for the long-term sustainability of big data and cloud computing industries in China. For this reason, a 3-F method was introduced, which describes the global distribution of top talent and determines whether it was needed in China (Braschler, Stadelmann, & Stockonger, 2019).

A 3-F method is a comprehensive approach, which addresses the need for efficient business management while building a competitive edge for industry players by applying fresh management concepts and strategies in a fast-paced environment while trying to match the composition of the globally recognized talent needs. The 3-F method enables industry leaders to analyze, rank, and compare their talents across countries, sectors, and regions when compared to the overall competitive demands of global companies and opportunities. Every combination of talent on the global market must be assessed and valued, and the results of these assessments compared with the external industry assessment matrix, then ranks and ranked for a top overall talent supplier. In this way, 3-F staff evaluates the positioning of a particular employer in an industry then synthesizes relevant contextual data from internal resources and third party sources to produce strategic suggestions (Mycroft et al., 2020).

The 3-F staff iterates through these suggestions based on internal evaluation criteria and produces a multi-faceted talent sourcing recommendation that reflects employee values and matches supply. The source-based talent sourcing system identifies and identifies the niche for the targeted employee according to the core customer profile the employee seeks to align with and assesses the talent supplier (Mycroft et al., 2020). Lately, China has become more dynamic, especially when we try new ideas and new products. The main difference in China is that there are more people, more data, and more companies.
