Can someone help with a research paper about prison reform?
Prison Reform Outline
Statement of thesis: The United States of America should change jails and prisons through rehabilitation
programs such as mental counseling, legal counseling, and educational programs.
I. Mental counseling
A. this could help with the “why” behind being jailed
B. juveniles are most vulnerable at adolescent ages than adult so this could be beneficial to seek
help with coping with feelings and committing less crimes
C. guidance and compassion can help introduce a new foundation for juveniles, if they are
offered support and help, they are more likely to think with a positive outlook than negative impact on
life.
II. Legal counseling
A. juveniles are less likely to afford legal counseling and representation
B. Juveniles are given harsh punishment for small issued crimes
C. the right legal help could get a juvenile set on the right path
III. Educational programs
A. some juveniles are middle school and high school dropouts, seek GED programs while
detained
B. informational studies, books, teachers, knowledge could help juveniles when seeking
employment and other positive impacts on the community
C. juveniles can become leaders and teachers; speak to younger generation about the life inside to
avoid other younger people from making the same mistakes
IV. Presentation of opposing views-Why would tax payers and the government not support?
A. Financial waste of sources
1. A financial side of this topic--Huge waste of financial resources overall and money is already
invested into prison systems so why continue to waste money
2. Opportunity cost: By spending such a great amount on jails, we lose assets for other fundamental
projects, for example, schools, medical services, and foundation
B. Moral Debate—losing battle
1. Waste of time
2. Ineffective-won’t work or change prisoners and criminals
V. Rebuttals
A. NOT a financial waste of resources
1. Money for these programs are already being spent to go towards these programs so therefore,
no money is being lost.
2. Strategic planning and new ideas could implement new policies and structure as far as how
these programs are presented to inmates
B. This is NOT a losing moral battle that change can actually occur
1. Building coalitions-inside and outside of the prison
2. People that want to change, are liable to change. Less likely to return to prison.
VI. Conclusion
1. Topic sentence
2. Restatement of thesis (reworded, reinforced)
3. Transition to new policies/solutions
