1. Summary and Background
Governor’s Office of Transformation, Innovation, Management & Efficiency (GO-TIME) is looking for a service from any of the well qualified contractors to facilitate training and implementation support with documentation for an enterprise CPI program. The main goal is to work on making a pilot Continuous Process Improvement program that can be utilized by the entire organization. This is intended to help the organizations workers to lay more emphasis on collaborative efforts, partnerships and continuous growth intern making the government more efficient and productive towards the people of Pennsylvania.
Despite having multiple online services spanning from filling taxes to vehicle registering services the government is not able to function efficiently and employees suffer because of this and ultimately proving below average service to people of the state. Hence to overcome all of this they are looking to meet the services demand and better the method in which they interact with the people. Thereby inculcating the new processes services can be made better for the people, improve the efficiency of the people working in the organization, and build an atmosphere of Continuous Process Improvement.
The organization should use its experience and expertise to facilitate the appropriate services specified in this document – RFP. The organization should show credibility and historic record in providing strong services program. Organization who was worked with the GO-TIME in the past are given preference.
2. Proposal Guidelines
All proposals need to be clear, concise and effectively communicate the efficiency of the organization. All proposals need to be submitted on or before July 1st, 2019. All proposals need to be mailed to the mailing address as shown below, no other means of submitting the proposal is accepted. The proposal will not be made public and will be maintained for confidentiality. The organization will not entertain late submissions and will reserve the right to deny or reject any proposal accordingly.

Amendments – If any kind of amendments are made on the RFP all organization sending the proposal will receive the amendments. Organizations sending the proposal are expected to acknowledge the amendments on the RFP in the form of signing and resending the already submitted proposal.

Requirements:
Organizations looking to send proposals are required to bare the proposal fee. The Commonwealth company reserves the authority to communicate any make counter offers or suggestions to organization who sends in the proposal. Below are some of the basic information that is mandatory for all organizations looking to send proposals must follow.
· A brief summary and background on the proposal and services that organization has to offer.
· A detailed description of the services that would be offered by the organization and also clearly list what is in scope and out of scope of this proposal. Clear and precise information on methodology used to offer these services will be a plus.
· The proposal should also include a record on proven success stories by the organization and list their experiences in handling such continuous improvement programs. Any accolades or certifications received by the organization listed on the proposal should be supplemented with concrete proof.
· The total cost involved for the service should be supplemented with the appropriate itemized line items.
3. Project Purpose and Description
The purpose of this project is as follows:
The Governor’s Office of Transformation, Innovation, Management and Efficiency (GO-TIME) is making an attempt to modernize various task/services in an effort to reduce their expenses and facilitate a better and faster administrative process to the people of the state. The main goal is to improve services for the customers of Commonwealth company, make government activities faster and grow productivity, cost reduction and increase people involvement and increase employee in these types of programs.
Project Description:
The Governor’s Office of Transformation, Innovation, Management and Efficiency (GO-TIME) is looking for proposals from organization/individuals with strong background and proven track record in facilitating services, training and support for implementation along with documentation for a Continuous Process Improvement program.
4. Project Scope
The Commonwealth of Pennsylvania through the Governor’s Office of Transformation, Innovation, Management & Efficiency (GO-TIME) works on a pilot Continuous Process Improvement program to use for the enterprise. The project is to have the method for commonwealth employees to make a better government for Pennsylvanians. The goal is to find the qualified contractors to train the employees for CPI program.
The qualified contractors need to develop an excellent framework, conduct employee training, build partnership with Go-Time, use Lean Six Sigma tools, and provide the best practices to the commonwealth office, and therefore increase the efficiency of the office.
5. Request for Proposal and Project Timeline
There are many projects involved in the process.
Request for Proposal Timeline: Jan.1, 2020 – Jul. 31, 2020
Project Timeline:
· Real Estate Leasing process and set up training facility: Jan.1, 2020- Jan. 15, 2010
· Develop a program framework: Jan. 16, 2020 -Jan. 31, 2020
· Set up employee training and certification programs: Feb 1, 2020 – April 10, 2020
· Build the partnership with GO-TIME, help with implementation: Jan.1, 2020-July 31, 2020
· Payment electronically: March 1, 2020 – April 10, 2020
· Use the Lean Six Sigma (LSS) tools: March 1 - March 30, 2020
· Provide the best practices to the office. By Jul. 31, 2020
6. Budget
Regarding budget items, bidders need to include several things in their bidding proposal:
Bidders should provide price list including all the products and difference of these products.
The pricing should be detailed including delivery fee, material fee, and any other price items.
7. Bidder Qualifications
There are several criteria need to be taken into consideration. Bidders may want to include information of company history, executive background, company size, organizational charts, or any other number of information to help with GO-TIME’s decision-making process.
8. Proposal Evaluation Criteria
GO- TIME will consider information of company history, executive background, company size, organizational charts, whether price is in the range of GO-TIME’S budget.
9. Resumes
In this part of the proposal you should include text explaining the format of the resumes (if applicable), and what resumes should be included i.e. key staff, subcontractor partners.
10. Appendices
In this part of the RFP you should include what can or should be provided as supplemental materials.
