The Affordable Care Act [ACA] has significantly addressed the shortages of workforce especially in rural societies. It has increased access to health insurance for millions of Americans, increasing access to primary and preventive care. The ACA has also expanded the Medicaid program to cover more low-income Americans, which has increased access to care for rural residents. In addition, the ACA has created new grant programs to support the training of primary care providers, which has facilitated increasing the number of care providers in rural communities.
Community benefits from ACA in many ways although more work still needs to be done. One way to further address workforce shortages in rural communities is to provide financial incentives to primary care providers who work in these communities (Kwon, 2014). The federal government has already begun to do this through the ACA, but more needs to be done. State and local governments can also provide financial incentives to providers who work in rural communities. Another way to address workforce shortages in rural communities is to improve access to telehealth services. Telehealth can help to increase access to care for rural residents by providing them with access to care that they would otherwise not have. Telehealth can also help to reduce the need for travel for care, which can be a barrier for rural residents (Shader, 2014). Finally, it is important to continue supporting primary care providers' training. The ACA has helped to increase the number of primary care providers in rural communities, but there is still a need for more providers. Continued support for training programs will help to ensure that there are enough primary care providers to meet the needs of rural communities.

The prevalence of chronic and multiple diseases increases with age, intensifying the severity of treatment. Consequently, there is a higher need for emergency and critical care services. The predicted need for doctors, however, has shown a persistent lack. There is a rising interest in having advanced practice nurses who are heavily involved in patient care as part of continuous efforts to discover innovations to boost the workforce (Petersen, 2018). Therefore, it is important to evaluate the impact of increased independence for emergency and high-performance nurses on critical care and patient outcomes. Using high-performance nurses to provide the patient with emergency access to critical care is beneficial. Performing advanced associate nurse roles in emergency and paramedics improves patient outcomes. By transforming healthcare delivery through efficient use of the workforce, nurses can reduce the urgent increase in demand for healthcare services.
Health workers will be needed in great numbers to satisfy this expanding need since it is anticipated that the Affordable Care Act (ACA) will provide health insurance to some 30 million rural populations. Over the coming ten years, there will be a severe shortage of health professionals. By increasing shortages, stress, and weak institutions, the ACA undermines its commitments to all rural areas about access and quality of treatment (Petersen, 2018). Due to the training pipeline, the ACA's efforts to solve the shortages have been ineffective and expensive, and significant investment has not produced benefits for many years. With an ACA estimate of 190 million books delivered to the healthcare industry each year and a staff shortage, patients will face increased waiting times, fewer opportunities for employers, reduced time and take care of it, and reduced satisfaction. Healthcare workers face increasing stress and instability, and there is a need to reshape the workforce to serve millions of rural communities.

There are numerous ways through which nurses can assure that there have been changes in policies regarding advanced practice registered nurses. One of the ways to ascertain the policy change is through specialization (Sanchez-Gomez, 2019). Advanced practice nurses should specialize in particular nursing fields, in essence, clinical nursing, anaesthesia, midwifery, or practitioner nursing (Sanchez-Gomez, 2019). In addition, advanced practice nurses should further their services in the zones where medical assistance is limited following the shortage of health care personnel. Advanced practice nurses should further assure the policy change through the capability to care for certain patients (Sanchez-Gomez, 2019). An advanced practice nurse should holistically be capable of assessing the patients, diagnosing their conditions and having the skills to treat the diseases. Additionally, an advanced practice nurse should ascertain the change in policy by meeting the needs of nurse managers and the general population to have healthcare personnel trained in better nursing care (Sanchez-Gomez, 2019). An advanced practice nurse should also have healthcare programs that are organized and cost-effective to guarantee qualified services that are well-coordinated and quick to access (Sanchez-Gomez, 2019) for all people.
What role does the Affordable Care Act (ACA) play in addressing workforce shortages in rural communities?
Healthcare providers play a crucial role in scaling up access to healthcare, refining the quality of care, and determining the price of healthcare (Zhang et al., 2020). However, the US has been experiencing workforce shortages in healthcare personnel following the population growth, ageing, and an increase in the number of insured persons actualized through the Affordable Care Act (ACA) (Zhang et al., 2020). A study conducted in 2020 shows that the US is facing a shortage of medical specialists and physicians in primary care. Nevertheless, the ACA has effectively addressed the shortage of healthcare personnel in rural communities. One way the ACA addresses the healthcare workforce shortage is through financing the creation of Medicaid health Homes (Beck et al., 2018). The Medicaid Health Homes being created under section 2703 of the ACA specialize in providing healthcare to patients with two or more chronic health issues. Additionally, the Medicaid Health Homes offer telepsychiatry services unavailable to rural communities (Beck et l., 2018). Moreover, the ACA is facilitating the exposure of rural communities to telemedicine. The ACA has reciprocity laws enabling the expansion of interstate licensing membership (Beck et al., 2018). Interstate licensing addresses the healthcare personnel shortage in rural counties by allowing healthcare personnel considered out-of-state to provide healthcare services and amend the healthcare plans to make them more effective.

Policy formulation is a significant part of public health. Nurses who are doctorally prepared for it have unique qualifications in playing a leading responsibility in the development of nursing policy. Legislators can thus rely on nurses to get updates and advancements that carry forward policy evolution (Crisp & Iro, 2018). Nurses can have their leverage their leadership expertise through credibility to lead the community and have an influence on the local governance. In addition, they can strengthen the nursing pipeline, for instance advocating for funding of student nurse tuition. Nurses can also demonstrate patient advocacy by pushing for shared governance models in the boardrooms for decision-making. Optimization of working conditions is the sole responsibility of nurses. Engaging in local policymaking through joining national nursing organizations enables them to gain experience that puts them in a position to voice their perceptions.
Moreover, nurses can also make policy change possible when they encourage change by returning to their roots and preparing future policy makers through mentorship (Crisp & Iro, 2018). It may also involve working with team members to get their opinions and ensure that high standards of care are delivered. Since nurses are trusted and known to be credible, they can play an important role in carrying out replication studies to ascertain the effectiveness of proposed policy changes in healthcare.
Role of Affordable Care Act (ACA) in Addressing Work shortages in Rural Communities
Affordable Care Act has enabled those living in rural communities to get health insurance, increasing their accessibility to healthcare. As a result, healthcare providers have been prompted to reconsider their evaluation of the rural communities in offering their services to them as payment is now available. With the rise in health insurance, more nurses were needed to cater to these people's health needs because they could not move to towns due to distance (Goldman et al., 2020). Through ACA incentives to the cost of circumscription and population healthcare, the health as an industry is developing competitively. As a result, the managerial and market alterations are transitioning the workforce by bringing in new roles and duties that raise the stakes over existing ones.
In addition, the care increasing the health benefits for the aged has expanded home health, mostly in communities. With the aging population growing steadfastly and adopting a more low life in the rural areas, their demand for health services is increasing, resulting in more healthcare providers being needed in the communities. ACA also considers the welfare of the nurses by championing their interests wherever they work. As such, it has encouraged the improvement of quality and coordination of care when the nurses use health information technology from any job station (Zhang & Zhu, 2021). Therefore, ACA ensures that all nurses are treated equally, even those working in rural communities, which benefits nurses across the nursing profession.
