The senior administrative officer, has the responsibility for the smooth operation of administrative functions in the office and provides support in resource management of finances, human resources, facilities and purchasing.
Responsibilities:
1. Establish and supervise financial procedures in line with Ministry of Finance guidelines, and working in collaboration with the relevant Finance Manager.
2. Prepare budget and annual estimates
3. Forecast funds needed for staffing, equipment, supplies
4. Assist with preparation of business cases
5. Maintain and control the Department’s votes in the budget
6. Undertake general accounting procedures for the Department
7. Prepare appropriate documentation for Head of Department approval
8. Plan supervise, and review the work for administrative and support staff
9. Monitor and evaluate the efficiency and effectiveness of service delivery
10. Supervise administrative and support staff including, training, performance, appraisal, work plans, monitoring performance
11. Supervise customer service and respond to complex customer inquiries.
12. Manage the maintenance and servicing of equipment and facilities
13. Perform purchasing functions including preparing tender packages, overseeing tender procedures, overseeing purchasing and purchase orders
14. Develop record and information systems for the Department and oversee maintenance and troubleshooting for such
15. Adhere to all Public Service codes, rules and regulations.
