The US has fallen to 13th place in our business environment rankings for the forecast period (2019-23), down by four places from the historic period (2014-18). Generally speaking, policies towards private enterprise and competition are open and transparent, and the current federal administration has reduced corporate taxes and regulation considerably. However, the protectionist policies introduced or threatened by the Trump administration—while employed in the interest of strengthening protections of US intellectual property (IP) in China—have raised input costs and dented the external competitiveness of US firms. Uncertainty over future trade policy is increasingly cited by businesses as a constraint on investment. Foreign investors face few restrictions; yet, limits are placed on investments in sectors deemed sensitive to national security, and the Trump administration has expanded this category to include the industrial metals and automotive sectors. The labour market is flexible, but more investment in training and education is needed to raise productivity levels. Physical infrastructure investment is required, but sufficient public investment is unlikely to be forthcoming.
