The Trevino Group, Inc., encourages “partnering” with their clients. In this way,
every component of the construction process is communicated and understood,
with a minimal chance for confusion or discord. Although the partnering
agreement is not contractual, it is an important component of the quality assurance
process. The partnering process consists of key goals, for example, commitment,
trust, understanding of expectations, implementation of construction of processes,
continuous improvement of those processes and timely communication and
responsiveness to everyone involved.
Commitment is essential by senior management and all project personnel. In this
way, management of the contractor and management of the Owner is involved in
maintaining the relationship.
The contractor, architect, engineer, and owner must establish grounds for mutual
trust. By sharing goals, expectations, strengths, and weaknesses, realistic
expectations are established and achieved. When issues arise, they must be
resolved as quickly as possible. This also builds a groundwork for lasting
relationships.
Additionally, the contractor must share these trusts, goals, and expectations with
all subcontractors and suppliers. In that way, projects will be consistently
delivered safely, quickly, cost-effectively, and in safe manner. Customer
expectations are met, and everyone benefits from a quality product. Successful
working relationships with suppliers and subcontractors will ensure similar
performance on future projects, and result in long-standing relationships with
quality firms.

BIDDING AND CONTRACTING
• Evaluate bidding opportunities that best represent the talents of the company.
• Obtain company officer approval for ordering plans and specifications.
• Verify the agreement between Contractor and Owner.
• Verify that any Unit Prices, Allowances, or Alternates that are referred to in the Contract Documents also appear on the Bid Proposal Form.
• Read the General Conditions and Supplementary Conditions to ascertain specific completion times and/or liquidated damages.
• Verify that Bonds are properly requested, if required.
• Verify that Addenda and other modifications to the Contract are included in the Bid Proposal.
• Verify that the start of construction is established by Notice to Proceed or other written document.
• Ensure that Contract Documents are identified and available.
• Report any errors, inconsistencies, or omissions in drawings or specifications.
• Ensure required regulatory agency inspections are identified.
• Verify permit information.
• Prepare Invitation to Bid and submit to subcontractor database. Ensure correct bid date/time and communicate any special requirements (i.e., evening work,
noise control, phased schedule, temporary partitions, etc.)
• Prepare computerized bid form. Ensure that all sections listed in the specification manual are included.
• As bids are received, ensure that all inclusions are correct.
• Review any exclusions to ensure they are not an important component of the work to be performed.

PRECONSTRUCTION
• Set up project in cost accounting database. Assign phase and cost codes with corresponding amounts.
• Carefully study contract documents and drawings.
• Assign a superintendent and necessary on-site personnel. Delegate sufficient authority to the superintendent.
• Provide subcontractors with construction documents, and require them to familiarize themselves with the specifications, general conditions, and special
conditions.
• Ensure that all subcontractors have completed and submitted the signed, Master Subcontract Terms and Conditions.
• Prepare Project Subcontract for each subcontractor. Ensure that the scope of work performed under each subcontract is properly distinguished.
• Schedule and conduct a Preconstruction Meeting. Standard agenda items will include, but are not limited to:
o Confirm requirements for access to the construction site. o Ensure that procedures for accounting of Owner-requested allowances are
established.
o Ensure that submission and acceptance procedures for Owner-requested alternates are established.
o Ensure that procedures for making changes in the Contract Documents are established.
o Ensure that procedures for measuring unit prices are established. o Ensure that procedures for submitting applications for payment are
established.
o Ensure that requirements for breakdown of line items amounts in the schedule of values are established.
o Communicate requirements to maintain project safety. Ensure that any Owner requirements (i.e., ILSM) are established.
o Confirm requirements for all project meetings. o Communicate the “chain of command” for the work. o Ensure a positive work environment. o Goal to “do it right the first time” and minimize rework. o Mutual consideration with all construction partners.

• Obtain a complete directory of names, addresses, phone and fax numbers, e-mail addresses, etc., of all entities involved in the Work. Obtain emergency telephone
numbers of owner, architect, engineer, etc. Create a project directory and
distribute to all affected individuals. Maintain one copy on site.
• Become familiar with Owner’s standards, and provide codes on-site if required. Review Owner’s requirements for cutting and patching, hot work, utility
shutdowns (if required), and Owner’s safety requirements.
• Notify the testing laboratory in advance, in order to permit timely inspections. Work requiring continuous inspections should be properly scheduled to minimize
disruptions.
• Require that subcontractors, vendors, and suppliers communicate through the contractor or superintendent.
• Provide a schedule of values for various portions of the work, with breakdowns in detail, where required by Architect.
• Prepare a progress schedule for the work, including a schedule of submittals. Take note of coordination issues, unnecessary stacking of trades, and
recommendations of the subcontractors.
• Arrange for job trailer, field office supplies, and temporary utilities, if required. Coordinate and communicate field offices, sanitation facilities, temporary ramps,
hoists, access and parking, environmental controls, and signage.
o If various products are to be re-used, identify storage location for reusable products. Also, communicate methods for removal and reinstallation of
reusable products.

CONSTRUCTION
• Maintain a complete set of construction documents on site (with agency approvals, if required) including drawings, specifications, surveys, addenda,
approved shop drawings, product data, change orders, and all correspondence.
• Verify that permits and approvals are received by all regulatory agencies, either by contractor, subcontractor, or Owner.
• Update construction documents to record changes. Ensure that current schedule is available on site.
• Prepare a schedule of shop drawings, product data and samples. Coordinate and process submission. Maintain proper sequence for timely progress of the work.
Maintain logs to track progress of shop drawings, submittals, and other
documentation submitted for approval.
• Process and note substitutions as are allowed. Submit in a timely sequence so that the design professional may coordinate color selections and other decisions.
• Ensure that the site is secure, and that there is adequate lighting to perform work.
• Ensure that climate and temperature is suitable for installation of construction work.
• Require, check, and verify that subcontractors, suppliers, or vendors perform their work so as to be available in proper sequence. Verify that all parts, equipment,
tools, and workers are on site before installation, and verify that products for
installation are new, unless otherwise permitted by contract documents.
• Periodically observe, inspect, and review the work of contractor’s employees.
• Periodically observe, inspect, and review the work of subcontractors and suppliers. Promptly correct or remove all defective work.
• Ensure that suppliers and subcontractors and properly protecting their work, and cleaning the area of work in accordance with contract documents.
• Complete and maintain a daily progress report. Document subcontractors and suppliers on site, work completed, interruptions or disruptions, or any items
needing to be addressed and resolved.

• Schedule and hold weekly mandatory progress meetings with contractor and subcontractors. Distribute agenda in advance. Ensure accuracy of scheduled
activities, discuss and communicate the "look ahead” activities, and coordinate
subcontractors, suppliers, and materials. Document discussion via “meeting
minutes” and distribute to all attendees. Ensure one copy of minutes is kept on
site.
• Schedule and hold monthly meetings with Owner and Architect. (More meetings can be held if required by Owner). Report on the scheduled progress, review
outstanding requests for information/clarification, and review change proposals,
construction change directives, and other requirement documentation.
• Comply with requirements of agencies relating to permits and agency-required inspections during the various phases of the work.
• Coordinate mechanical, electrical, and other installation sequences. Confirm that inspections have been schedule; accompany inspector. Note any deficiencies and
immediate communicate corrective action to subcontractor and Owner.
Determine schedule to reinspect.
• Confirm requirements for construction progress documentation (i.e., photographs, reports, etc.) in order to process timely and accurate applications for payment.
• Promptly make approved payments to subcontractors, vendors, and suppliers in accordance with contract documents.
• Provide changes to the work only through processes allowed in the construction documents.
• Notify the owner, through the architect, in writing concerning coordination of owner-furnished equipment, items not-in-contract, etc. Allow sufficient time for
orderly sequencing and incorporation of these items.

CLOSE-OUT
• Notify the architect, in writing, when substantial completion is reached. Complete and submit any AIA documentation related to substantial completion.
• Prepare a punchlist and request inspection by design professional. • If owner has occupied portions of the work prior to substantial completion, note
all items not the responsibility of the contractor.
• Verify that coordination for utility and service connections and meters have been made.
• Arrange for removal of job trailer, temporary sanitation, dumpsters, and temporary utilities.
• Promptly submit all record drawings, reports, instructions, Consent of Sureties, warranties, O&M manuals, attic stock, and other close-out requirements of the
construction documents.
• Accurately and promptly submit in writing any delays due to “Acts of God”, strikes, weather, or any other disruption in the project completion outside the
control of the Contractor.
• Verify sterilization of plumbing systems and operational tests of systems and equipment has been performed and recorded, if required. Schedule and provide
any training and instructional materials required in accordance with contract
documents.
• Verify final agency inspections have been completed and a Certificate of Occupancy is received.
• Ensure that Owner-furnished equipment and furnishings are coordinated and installed.
• Totally complete the punch list work within the time stipulated after substantial completion and notify the architect.
• Meet with Owner and Architect to review the following:
o Turn over reports of systems adjustments and balancing;

o Turn over all instruction manuals; o Transfer insurance coverage; o Ensure air quality requirements are in place; o Turn over permanent keys and keying instructions; o Verify location of extra materials; o Verify final inspection and Owner acceptance; o Verify receipt of final application for payment (retainage); o Verify all records, files, reports, and inspections are in order and
transferred to Owner;
o Verify that preventive maintenance requirements are in place for warranty period;
o Verify equipment start-up procedures.

EVALUATION
The following self-evaluation is conducted at all levels of the organization and relates to
the construction project as a whole:
• Company officers are actively and personally involved in setting goals.
• All levels of management participated in the management of the project.
• The company evaluated the leadership effectiveness.
• The database provided accurate and timely information on the project costs and finances.
• Information related to improvement was gathered and implemented.
• The planning process was shared within everyone involved in the project. Any needed improvements were made.
• The company was aware of the customer’s needs and expectations prior to construction.
• Quality expectations were communicated to subcontractors and suppliers. Quality was monitored and improvements were furnished.
• There were no “red tags,” safety citations, or accidents during the course of the work.
• Project was delivered on time, with minimal extensions due to unknown conditions.
• Minimal punch list activity indicating minimal rework by contractor and subcontractors.
• Owner, architect, and engineer indicated satisfaction with the project.
• Close out documentation acceptable with no corrections indicated or required.
• Systems and operational training conducted with no retraining necessary.
• Minimal work during warranty period.
