The military, government, and private sectors have implemented Agile Project
Management (APM). Its adaptable and iterative methodology enables rapid responses to
changing events and requirements, team and stakeholder collaboration, and continuous
improvement via feedback and iterations (Poland, 2019). The Acquisition Framework
(AAF) of the Department of Defense promotes agile methods. The AAF emphasizes the
APM principles of adaptability, rapid prototyping, and continuous feedback. APM
provides many advantages for the military. It permits rapid adaptation of military
operations. It encourages collaboration and stakeholder awareness of needs and obstacles.
Feedback and iterations also help comprehend successes and failures. However, the
hierarchical structure of the military makes APM implementation problematic. Adoption
may necessitate a significant cultural transformation and time to gain management
approval. Changes to procedures may also encounter opposition. APM is expanding in
government, particularly in the United States. Many federal departments have adopted
agile software development strategies following government directives. Agile Delivery
Services (ADS) is a GSA initiative that assists agencies in adopting agile methods.
Using APM in government has several advantages. It increases government project
transparency and accountability, allowing citizens to comprehend better how their tax
dollars are spent. It also facilitates faster and more efficient service delivery to citizens,
which can increase their satisfaction. In addition, it facilitates increased collaboration
between agencies and constituents, resulting in improved outcomes. However, it can be
difficult to implement APM in a bureaucratic environment. It may necessitate substantial
adjustments to procurement and contracting procedures, which can be challenging to
implement. In addition, it may be challenging to obtain the support of senior management
accustomed to traditional project management methodologies. APM has been extensively
adopted in software development and is becoming increasingly prevalent in other
industries (Eggers et al., 2021). Numerous businesses have discovered that agile practices
enable them to deliver products faster and with greater quality. For instance, General
Electric (GE) has implemented agile methodologies in its software development process
and has seen significant speed and quality improvements. Utilizing APM in the industry
has numerous benefits. It enables quicker and more efficient product delivery, increasing
profits and consumer satisfaction.
Furthermore, it facilitates collaboration between teams and stakeholders, improving
outcomes. In addition, it permits continuous development via feedback and iterations,
resulting in higher-quality products and processes. However, implementing APM in
hierarchically structured organizations can be difficult. It may necessitate substantial
company culture and procedures adjustments, which can be challenging to implement. In
addition, it may be challenging to obtain the support of senior management accustomed
to traditional project management methodologies.

Agile Project Management for use by military, government, and industry has been increasing in
use. By using Agile it allows PMs to have increased control and keep things on schedule.
I have found the top three barriers to govt agile adoption is- 52 % ability to change
organizational culture, 41% general resistance to change, 35% trying to fit agile elements into
non-agile work frame, 33% availability to fit personnel with right skills (Eby, 2021)
From my experience we have an older workforce that tend to be set in their ways and a younger
workforce just entering into the field that are bringing new ideas. There does seem to be a but of
a challenge bringing in new concepts and ideas, but I slowly see that it is getting easier. This
post- covid life as brought on a new way of doing work in our field.
Using a more Agile method has many benefits for us such as more control over our schedule, it
can lead to more cost-effective processes, as this is a hard area for us right now. The government
also has laws and regulations that need to be followed and some things within agile may prevent
us from following the methodologies completely.
