You’ve already identified a couple of references to the goals of the project, let’s work to expand that to include a specific statement from Metro about what the Purple Line will accomplish with appropriate references; you should then develop a set of criteria against which its accomplishment of those goals might be measured/assessed—obviously that work can’t be done until the line is completed, but you should be able to begin to develop a rubric against which the Purple Line could be assessed in the future after it’s completed. There is a vast literature on the pros/cons of public rail systems like Metro; look to that literature to develop a rubric for assessing the Metro line. To elaborate, I would expect to see those criteria applied to some of the existing Metro lines to see whether or not they are reasonable/realistic. For example, if the Purple Line is supposed to reduce “congestion,” has the existing Blue, Red, Gold, etc. Line reduced congestion in the areas they service? Any evidence of that? Have any of the existing lines reduced travel times? Have they really contributed to any significant environment benefits? How would that be measured? Evidence of their impacts, positive or negative? What does the existing literature say about the effectiveness of comparable rail systems in other locations about solving the sorts of problems the Metro lines are supposed to mitigate?
