Introduction

Public policies are broad areas of government regulations, laws, court orders, and local ordinances.

I.T. can be defined as using sophisticated algorithms and programs to organize the data and analyze it to solve the problems prevalent in the world.

There are different types of policies like health, social, legal policies, etc.

Public policy focuses its decisions by creating outputs of a political system such as policies on transport, public health, and many more. Since public policies are put in place to address the needs of people, they are broken down into different categories in relation to the society. There are different types of public policies like health social, legal policies, etc. Since public policies are there to address people’s needs, they are divided into different aspects concerning society. Some of these sectors in which the federal government can control regulations include crimes, cultures, financial and economic sectors, education, political operations, social welfare, and health care. Policymaking in health care can consist of measures to be taken during emergencies and pandemics and how hospitals should behave during these situations. For example, WHO calling a state of emergence can be considered as public policy. On the other hand, legalizing marijuana can be considered as an economic sector and criminology sector public policy.

Positive Impact of Public Policy

Public policy on Geolocation Act where it is used to track the location of an object such as mobile phone, vehicle, or any moving object.

With the application of the H1-B visa annually, there has been an increase in the number of foreigner coming to the US and potentially coming in with a higher level of knowledge in the IT sector.

Geolocation and the geo-positioning system is used to track the location of an object such as mobile phone, vehicle, or any moving object who’s positioning is quantified as significant either of monetary purpose or sensitive information. Previously, GPS tracking technology has been used by the defense sector to track the location of missiles and military weaponry (Divis, 2019). Due to the advancement of technology now, GPS is used on almost every mobile phone and is used by mobile application companies to track the information of every individual to sell that data. Leaving every person to danger of privacy (Divis, 2019). Recently the government has passed the geolocation act policy to regulate the amount of data that can be collected and initial consent to be taken from the customer. This public policy has positively impact Information Technology by protecting its user’s data and trust.

This visa in the U.S. is under the “Immigration and Nationality Act that allows the American employer to temporarily employ foreign workers in various specialty occupational areas." Today, it is seen that the American technology aspect is at the level of third world countries; hence it is the foreign brains that have transformed the technology in America and made it great again. For example, an international company like Hon Hai Precision Ltd in the U.S. is a technological company that assembles iPhones and other products (U.S., 2019). In the long run, there are various jobs that Americans can be subjected to in the I.T. sector.

Negative Impacts of Public Policy

Increase in import tax has been seen to be a negative impact of public policy to IT. Example: Trump’s Tariffs on Chinese goods.

Monopolization of the telecommunication sectors is also another threat to IT. Example: Limit of speed on telecommunications

, there is still a public policy on taxation. It is seen that computer hardware and software that are imported in the country are still taxed (Slyter, 2019). As a result, the investment in the manufacturing of computer hardware and its assembly is discouraged. This results in an increase in computer prices than international prices. On the issue of software, public policy has not yet established and enforced software copyright laws. This creates an environment that is not helpful to the development of information technology.

The Trump organization's most recent round of levies on Chinese imports produced results early September 2019, possibly raising costs Americans pay for some garments, shoes, outdoor supplies, and other customer merchandise ahead of time of the Christmas shopping season (Calvert, 2019). The 15% of assessments apply to about $112 billion of Chinese imports. By and large, more than 66% of the buyer merchandise the United States imports from China presently face higher expenses (Smialowski, 2019)

Recently in August 2019, the U.S. government has introduced a public policy to limit the amount of speed used in telecommunications (U.S., 2019). This is a major obstacle in the development of information technology. These public policies by the telecommunication regulatory bodies have prevented private companies from providing internet, mobile, and various data communication services (U.S., 2019). This discourages the development of I.T. in the country and that investors are seen to be scared away by these terms.

Development of Artificial Technology is fundamental to the development of public policy.

It is seen that through artificial intelligence, public policies have been enhanced in different levels. For example, artificial intelligence can be used to further objectives in public policy

Technology such as artificial intelligence which has the potential to augment decision making among humans is seen to be more consistent, scalable, and faster (Thierer, et al.). This technology as many other technologies needs policy oversight. Also, technology in important to the public policy in that in helps policy providers that work with government agencies to deliver appropriate solutions that put information and access directly to the people, when and where they want it, and even before they need it.

It is seen that through artificial intelligence, public policies have been enhanced in different levels. For example, artificial intelligence can be used to further objectives in public policy (Janssen & Deljoo, 2019). For example, areas such as emergency services and health can be integrated into public policy. This technology, therefore, assists the government to interact with the public through the use of aspects such as virtual assistants.

Also, technology is important to the public policy in that it helps policy providers that work with government agencies to deliver appropriate solutions that put information and access directly to the people, when and where they want it, and even before they need it. To achieve this, it is seen that public policy providers are significantly pushing to modernize their information technology infrastructure.

Today, public policy providers are willing to implement cloud-based services, which will help them move faster and with greater flexibility (Slyter, 2019). Additionally, cloud-based services reduce the cost of implementation, which is ideal for enforcing the required public policies.

Technology has also seen to be of negative impact on public policy. For example, it has been seen that emergence of new technologies such as artificial intelligence is seen as a threat to public policy in that it is expensive to implement. With the advancement in information technology today, there is an increased development of cyber crime where individual are seen to commit cyber crime and avoiding being caught (Chertoff). This is a threat to public policy whose mandate is to enforce government regulations, laws, court orders, and local ordinances that serve the public.

It has been observed that the emergence of new technologies such as artificial intelligence is seen as a threat to public policy in that it is expensive to implement (Capano, 2019). Artificial intelligence will see to it that the financial aspect of public policy is exhausted to integrate this new technology and develop policies associated with it.

Furthermore, technology has a negative impact on public policies in that various people will be able to break the law and avoiding being caught. With the advancement in information technology today, there is an increased development of cybercrime where individuals are seen to commit cybercrime and avoiding being caught (Capano, 2019). This is a threat to a public policy whose mandate is to enforce government regulations, laws, court orders, and local ordinances that serve the public. Also, public policy seeks to ensure that the general public lives without any fear. However, cybercrime, as a result of technology poses a threat and a negative impact on public policy.

Conclusion

Public policy focuses its decisions by creating outputs of a political system such as policies on transport, public health, and many more.

Technology and public policy are usually interrelated.
