Managers in the public sector take risks for profit. Managers in the private sector take risks for program success.

As of 2010, there were 2.5 million federal gov’t employees and 16.5 million state and local gov’t employees.

-This does not include contractors, between 2000 and 2005 the amount the federal gov’t spent on contractors doubled.

- By 2010 it was 320 billion a year.

Federal employee growth is occurring slowly, federal government contracting - which employees people on the gov’t dime - is growing exponentially.

Public-Private partnerships are an emerging trend that is fusing the two disciplines together.

-US Army is partnering with private hotel operators to phase out ownership of their base hotels. This will hopefully result in nicer hotels, more money for the Army, and better service for the guests.

-Federal gov’t is partnering with Amazon to implement cloud computing throughout their agencies and get rid of their data centers to save money.

-In Texas, JcPenney partnered with local gov’t to provide affordable childcare for their employees by hiring teachers and social workers part-time.

Effective public management is needed to serve the citizens efficiently, professionally, and competently.

-Follow up and encourage the best to apply.

-Judge applicants based on

-Intelligence

-Experience, training, and expertise

-Demonstrated performance and skills

-Social and group skills and overall personality

-Attitude, energy, and enthusiasm

-Written and spoken communication skills.

-Overall, does an applicant fit the needs of the agency AND fit in within the agency.

-Always get a second opinion on applicants, don't rely on yourself.

How to hire the person once you find them

-Learn the policy and rules within the agency to hire.

-Use temporary appointment or contracting.

-Be prepared to sell the agency, its mission, and position.
