Creating Statewide Projects to Consolidate Resources
Service delivery is an important concept in public administration. Dedicated service to the
public is a foundational element of public administration and public managers are aware
of the importance of this basic principle. At times, government resources are scarce,
restricted, or limited based on the availability of funds, pending contract award, and lack
of expertise. When these occur, consolidating available resources becomes an alternative
and often a good approach. Federal, state, and local agencies borrow from each other and
coordinate with each other to enhance service delivery, save funding, and keep the public
satisfied.
Different levels of government also work together to protect against emerging threats
that could potentially impact U.S. residents. During natural and manmade disasters,
federal, state, and local governments work together to combine resources to deliver fast
reliable services to the public. Sometimes coordinating these joint efforts is difficult.
During emergencies, governmental entities tend to try their best to work together until
agreements are in place and documentation usually follows after the emergency subsides.
During non-emergency events, it is harder to get consensus because approval is required
upfront before any coordination can occur. Senior executives at the highest levels in each
agency must agree to particular terms before approval and before any work can begin.
Managing government resources requires a multi-faceted approach as well as long-term
strategies, a method of assessing risks, and a plan to establish requisite changes, as
appropriate in a timely manner. Public officials are routinely given tough tasks with limited
time to complete them. Being flexible, being able to lead in times of difficulty, and being
able to make sacrifices for the betterment of the agency are often characteristics of a
great leader. Senior executive and their staff are prepared to make life-altering decisions
on a moment’s notice. Each junior level staff member should be prepared in the event of
promotion and a sudden requirement to lead a government agency. Your Signature
Assignment requires you to make a major decision for your state that would affect many
lives.

As a state government employee and coordinator, you are tasked with consolidating state
resources in an effort to reduce cost across various state government programs. Write a
paper explaining your efforts to consolidate resources in the state where you currently
reside. Be sure your paper includes the following:
1. Examine the executive branch of your state government, identify two agencies to
merge, and then explain your rationale.
a. Consider the two agencies that merged, and then identify the roles you
would assign to each executive leader.
b. Determine who would be in charge of the newly merged agency.
c. Identify a new name for the merged agency.
d. Determine if you would eliminate any role or area of responsibility.
e. Assess whether there would be a reduction in the workforce.
2. Create a policy memorandum for presentation to the legislative and judicial
branches of your state regarding your intended changes.
3. Recommend a timeline for implementation.
Length: 12-15 pages, not including title and reference pages
References: Include a minimum of 5 scholarly resources.
Your presentation should demonstrate thoughtful consideration of the ideas and concepts
presented in the course and provide new thoughts and insights relating directly to this
topic. Your response should reflect scholarly writing and current APA standards. Be sure
to adhere to Northcentral University's Academic Integrity Policy.
