Exploring State Governments’ Ability to Implement New Policies
Developing policies within state governments require a coordinated effort to ensure all
stakeholders’ input is recorded, considered, and assessed before moving forward in
drafting the policy. While policy development is conducted on behalf of the residents of
the various states, elected officials and state agency professionals set the agenda and
determine what is included in the policy; and the agenda items are debated for some time
until agreements are made.
Policy development in this environment includes research and assessment for sound
evidence to support the need for the policy. It requires unelected state employees to
provide expertise on the subject matter and to provide evidence to support their input.
Writing the policy can and often does occur between offices, and it is often circulated for
numerous review sessions before it is approved. The main concern to consider is that
policy development is an attempt to provide solutions to a problem or set of problems
that affect residents of the various states. As such, research and analysis are important
components of state policymaking.
Policy implementation at the state level can be as difficult as the federal level.
Administering and monitoring the implementation process are important functions. They
are perquisites for the policy evaluation phase, which examines the policy for efficiency.
During the implementation phase, routine checks should occur to help identify potential
challenges. The state agency that will oversee a particular policy should have subject
matter experts to address any shortcomings or any questions dealing with modification,
elimination, or periodic evaluation.

Identify the specific programs and explain their functions.
1. Assess state/city leadership’s/representatives’ perspectives on the effectiveness of
these programs.
2. Assess the public’s view of these programs and determine whether the public is
satisfied or dissatisfied with these services.
3. Recommend whether these programs should be modified, eliminated, or remain in
place in their current form.
