Week 6
PUB-7022 v1: Executive Leadership in Public Administratio…
Managing Public Expectations
Public service to the citizens and residents of the United States should be a high honor for
public officials. Public administrators play a crucial role in helping to secure the homeland,
protecting critical infrastructure, promoting health and well-being, and working to secure
a future of the next generation of Americans through development of new innovative
ideas in technology, math, and science, and through policy and legislative developments
that will have lasting impacts on different aspects of your society. U.S. citizens and
residents have an expectation of certain quality services through public agencies, whether
it is through management of the Park Services, services through the Social Security
Administration, the Internal Revenue Service, or Medicare and Medicaid services, or
unemployment benefits or any of the many other public services offered by state and
federal agencies. There is an expectation that public services will be delivered in the most
expedient and professional manner possible.
Public managers are responsible for providing the best services possible to the public.
When these services are not delivered as expected, the public lets public officials know
through public protest, letters, emails, phone calls, and at times, through their elected
officials such congressmen or local representatives. These grievances can give a public
agency a bad reputation and these bad images can take years to repair, leading to public
mistrust and the public’s lack of confidence in these public institutions.
The government’s approach to help with messaging is done through public service
announcements or through other means such as public comments. Public comments allow
the public to view pending legislative rules and to make comments regarding their support
or disapproval of these pending new regulations. These attempts by the government to
notify the public of upcoming rules or to notify the public of health awareness campaigns
or other health-related news such as ways to avoid spreading the flu, promotion of
contraceptives, or measures to stop gun violence are all viewed differently by members of
society. There is no sure way to ensure these attempts are received in the manner
intended; therefore, it is not always the best way to communicate with the public.
Nevertheless, there is an expectation for quality services and public officials whether
federal, state, or local agencies, must try to deliver these services with the best quality
possible.

There are other occasions where members of the public do not want the government’s
intervention into their daily lives. Those sharing these views often take issue with new
regulations on areas they care deeply about such as the passing of the Patient Protection
and Affordable Care Act (PPACA/ACA), marriage equality, gun control, the debate on
social security and retirement benefits, and including certain Supreme Court decisions
such as Roe v. Wade, District of Columbia v. Heller, and Brown v. Board of Education.
Managing public expectation is not always easy. Federal, state, and local agencies must try
to accommodate as much as possible the views of the public even though there might be
strong disagreements.
