Choice of Strategy
There are several approaches to strategic planning. In today’s continually connected
world, it has never been more important or challenging to choose the right approach to
strategy. The key is to learn how to assess your organization, choose the right approach,
and execute for maximum impact. For example, the United States coordinates its counter-
terrorism activities with a host of other governments and organizations to combat and
prevent terrorism. Its activities include peace and security, humanitarian efforts, human
rights, and sustainable development initiatives.
One approach to strategic planning is the comprehensive process-oriented approach.
Examples of the comprehensive process-oriented approach include the Harvard Policy
Model, logical incrementalism, stakeholder management, and strategic management
process systems. The Harvard Policy model is grounded in the analysis of strengths,
weaknesses, opportunities, and threats. The logical incrementalism model is based on
decision-making through experimentation and learning. The stakeholder management
model is based on decision-making through interaction with stakeholders.
Another approach to strategic planning focuses on strategic management. Examples of
the strategic management process approach include strategic negotiations, strategic
issues management, and strategic planning as a framework for innovation. The strategic
negotiations process involves the understanding and achievement of cooperation among
stakeholders. Strategic issues management allows organizations to detect and respond to
emerging trends in the political environment. The strategic planning process facilitates the
process of vision, mission, and goal setting.
The third approach to strategic planning is centered on content. Examples of content-
oriented approaches include portfolio analyses and competitive forces analysis. Portfolio
analyses review the products and/or services in a multi-dimensional setting. Utilizing the
competitive forces analysis allows an organization to assess and evaluate the competitive
strength and position of its services and products. For example, a local government
agency would develop a strategy to manage trash/recycling activities in its community.
