Special Characteristics (Public Sector)

Public sector organizations are faced with budgetary pressures and demands for increased

program effectiveness. Leaders are looking at other sectors for innovative strategies to

manage these pressures and demands. Strategic management is one option, although the

public sector is distinct from the private sector. Most public sector organizations do not

operate to generate profits but to provide services, facilitate resource reallocation, and/or

develop policy. This means that public sector organizations do not act to enhance the

economic position of the organization for the benefit of owners, but instead, operate for

the public good (Bryce, 2017). It is the public accountability aspect of the public sector

that makes these organizations distinct.

However, roles within the sector are also unique. Individuals who hold public office are

referred to like politicians. Politicians seek to enact policy while public employees are

referred to as civil servants. Civil servants are engaged in the implementation and

administration of the policies through laws and regulations. Strategic management offers

a different perspective on the governance of public organizations.

For example, the public sector is challenged in the area of risk aversion. The traditional

civil servant was considered as less likely to innovate and more likely to be guided by

predictability. This predictability is seen in the strict adherence to bureaucratic rules and

slow progress of accomplishing goals. Citizens have viewed entrepreneurial efforts as a

waste of public resources and tend to have a low tolerance for trial and error approaches

(Clark, 2016).

However, a new wave of managers is forging a way using strategic management to

implement and administer policy. The city of Philadelphia, Pennsylvania launched a bike

sharing system to supplement the city’s transportation network. The city of Albuquerque,

New Mexico created a microloan program to support individuals and small businesses.

Palm Beach County, Florida implemented a program that allows payment alternatives for

satisfying court obligations.

Management Assignment

This assignment introduces you to the history of research in the field of strategic

management within the public sector. Over the past 40 years, strategic planning has

become more prevalent. Research and examine the Government Performance and Results

in Act of 1993 and the Government Performance and Results Modernization Act of 2010

to prepare for this assignment.

Then, develop a paper that presents the definition of strategic management in the public

sector. Be sure to include the following:

Examine the characteristics of the field.

Explain the historical development of research in this field.

Assess the priority and values you foresee from strategic management as related to

the public sector.

Integrate the literature into common practices in the field to illustrate your

findings. Support your work with examples where necessary.

Support your assignment with a minimum of five resources. In addition to these specified

resources, other appropriate scholarly resources, including older articles, may be included.

Length: 5-7 pages, not including title and reference pages

Your assignment should demonstrate thoughtful consideration of the ideas and concepts

presented in the course by providing new thoughts and insights relating directly to this

topic. Your response should reflect scholarly writing and current APA standards. Be sure
