Week 2

PUB-7019 v1: Public Policy Administration (5264028831)

Analyzing Fiscal Policies

Fiscal policies deal with the government’s ability to manage spending and funding

appropriations to ensure a balanced and productive economy. Fiscal policies are important

elements of U.S. government operations at various levels of federal, state, and local

government. Public administrators must have a good understanding of fiscal policies to be

able to manage federal and state government programs. Spending restrictions,

appropriations, and allocation are crucial components of public administration.

Appropriations law is important because it outlines the government’s approach to

controlling fiscal restrictions to avoid fraud, waste, and fiscal abuse. By controlling taxes

and spending through fiscal policies, the U.S. government regulates industries as a means

of stabilizing the economy. Fiscal policies are used to project and control future long-term

debts as a means of estimating benefits and challenges to the U.S. economy and to avoid

economic turmoil such as a recession.

Fiscal policies affect all types of industries within the United States. The U.S. government

controls the fiscal narrative and leads the discussion on all things relating to fiscal law and

policy. The Congressional Budget Office (CBO) and Office of Management and Budget

(OMB) are the two main governmental bodies that analyze governmental budgets,

proposed legislation, and assess future fiscal projections for economic impacts. These

agencies and smaller ones like the Consumer Financial Protection Bureau ensures fiscal

policies are assessed and enforced to curtail potential strain to the U.S. economy. These

agencies often make congressional recommendations for law and policy amendments to

ensure the federal government can react to emerging challenges not covered under

existing laws and policies.

Other federal entities such as the Internal Revenue Service (IRS) and the Federal Reserve

ensure the banking industry and other large businesses follow pre-established fiscal laws

and policies to avoid any industry control of the U.S. economy. When laws and policies

are created in the United States, as mentioned in Week 1, during the implementation

phase of the policy cycle the federal government selects an agency or divide shared

responsibilities to a set of agencies for administering, managing, and monitoring, and

enforcing these laws and policies.
