Case study: Powell Speech on Intelligent Analysis of Iraq Compliance Student’s name Institution affiliation Date of submission

=====================2/6====================== Part a 1 A link chart that demonstrating the intelligence sources identified in the Powell’s speech

2 There is a rich use of HUMINIT, SIGNINT and IMAGERY by the Powell in his speech. These sources have been used adequately to show that after resolution 1411, that gave IRAQ one more chance to disarm of its weapons of mass destruction.[0] [1] [2] [4] ... Iraq had already been found guilty of material breach of its obligations, stretching back over 16 previous resolutions and 12 years (Sidhu, 2018).[0] [1] [3] [4] ... To bring this closer, let me look how each of them has been used exclusively. Powell begins by looking at SIGNINT where he considers telephone intercept. First he plays telephone audio of the conversation between two senior officers, a colonel and brigadier general, Range of Intelligence used US sources Intercepted telephone conversations DR.[0] [1] [2] [4] ... Blix IRAQ Major Foreign intelligence services IRAQ Civil Engineer Human sources (HUMINT 1) Eye witnesseses IRAQ MILLITARY OFFICER Technical sources UK intelligence Human sources (HUMINIT 2) =====================3/6====================== of the Iraq military unit. The two were aware that inspection will be carried by the UN the following day, and therefore, since there was the availability of the prohibited things, they were looking for the ways on how to evacuate them so that they may not be noticed. They were in great worry because they had a modified vehicle that was not allowed at all. Powell confirms that it is true that there were indeed unaccepted weapons and the inspectors seized 12 empty chemical warheads. Powell plays another audio in which an officer from the Republican headquarters issues an instruction to the field officer (Cheng, 2012). The field officer is notified that inspection is ongoing and what is being inspected or in other words unwanted weapons are possessed by this particular officer. The officer confirms he has forbidden ammo and the call from headquarters informs him that a message was sent on the previous day where he was instructed to clean up all areas. By closer look of these telephone calls, it clear that Iraq managed the systems to make sure that whatever that was not accepted was taken out of the way so that the inspectors could not be able to locate the abandoned materials. Powell considered the use of the HUMINT intelligence. According to the Powell, orders were issued right to left to Iraq’s security organizations and also Saddam Hussein's own office, where they were required to ensure that any form of the correspondence with organizations of

the military industrialization was hidden and inspectors could not be able to locate by any means.[3] It is the organization of the military industrialization that is charged with mandate and responsibility to oversee mass destruction of the weapons of the Iraq. It was clear that the son of the Saddam had ordered the removal of all prohibited weapons from the palaces of his father.[3] [0] [1] [2] ... UN claimed that it has information also that, Iraq government officials, members of the ruling Bathath party and scientists had hidden prohibited in their residential places (Zarefsky, 2007).[3] [0] [1] [2] ... Other key files from military and scientific establishments have been placed in cars that are being driven around the countryside by Iraqi intelligence agents to avoid detection.[0] [1] [2] [3] ... All of the above cases were human intelligence which was confirmed by the inspectors. For example, inspectors searched the home of an Iraqi nuclear scientist;[0] [1] [2] [3] ... they uncovered roughly 2,000 pages of documents.[0] [1] [2] [3] ... From the human intelligence, the hard drives of computers at Iraqi weapons facilities were replaced in bid to deceive, to hide, and to keep from the inspectors knowing the truth of the matter.[0] [1] [2] [3] ... A number of the human sources confirmed to the inspectors that Iraqis were moving, not just documents and hard drives, but weapons of mass destruction to keep them from being found by inspectors.[0] [1] [2] [3] ... Therefore, human intelligence was solid evidence to use and make judgment that Iraq indeed failed to comply with 1441 resolution. Lastly, imagery sources have been used by to confirm that indeed Iraq did not comply and they were still using the forbidden weapons. The council confirmed they had satellite photos that indicate that banned materials had been moved from a number of Iraqi weapons of mass destruction facilities.[0] [1] [2] [3] ... For example, one photo showed weapons munitions facility, a facility that holds ammunition at a place called Taji (ph).[0] [2] [1] It is one of about 65 such facilities in Iraq.[0] [1] [2] The council was aware know that the facility houses chemical munitions. Therefore, imagery was a sure proof that Iraq was indeed in possession of forbidden weapons ( Pfiffner, 2018).

=====================4/6====================== Part b b1 A fact is the truth that can be proven. For example, Powell in his speech declared that every statement that he made was backed up by sources, solid sources.[0] [1] [2] He continues and says that, they he was not giving assertions but facts and conclusions based on solid intelligence (James, 2018).[0] [1] [2] On other hand, evidence is anything that is told by someone (Osterman, 2018). For example, Powell said that from the human intelligence, someone told them that Saddam Hussein has directly participated in the effort to prevent interviews.[3] [0] [1] [2] ... In early December, Saddam Hussein had all Iraqi scientists warned of the serious consequences that they and their families would face if they revealed any sensitive information to the inspectors.[0] [1] [2] [3] ... Information is the knowledge that is obtained from investigation. For example, after investigation, inspectors came to know that scientist in Iraq were forced by Saddam Hussein to sign documents acknowledging that divulging information is punishable by death.[3] [0] [1] [2] ... Intelligence is the ability to obtain information that was hidden through the use of investigation agencies and systems (Kline, 2013). For example, human intelligence, foreign intelligence and imagery are some of the mechanisms that were used by the inspectors when investigating Iraq compliance to the resolution 1441. b 2 Analysis of competing hypotheses, sometimes abbreviated ACH, is a tool to aid judgment on important issues requiring careful weighing of alternative explanations or conclusions.[8] [9] [11] [10] ... It helps an analyst overcome, or at least minimize, some of the cognitive limitations that make prescient intelligence analysis so difficult to achieve (Pope, and Josang, 2005).[8] [9] [10] [15] ... In the speech delivered by the Powell, he used this tool. First, there were two points of arguments. First, "Iraq appears not to have come to a genuine acceptance, not even today, of the disarmament which was demanded of it.[0] [1] [2] [3] ..." Second argument was, Iraq’s declaration of December 7:[0] [5] [7] "did not provide any new information relevant to certain questions that have been outstanding since 1998.[0] [2] [4] [5] ...’ Powell uses several tools to navigate through where he asserts a team of the inspectors were put on the task to find the reality on the ground. Several intelligent tools were used such as human intelligence, foreign intelligence, imagery and many more with aim of analyzing the report of each of them. Similarly, several weapons were investigated which include of nuclear weapons, chemical weapons, biological weapons, unmanned aerial vehicles, aluminums tubes, delivery systems- mass weapon destruction and the terror groups activities synchronized in the analysis. From the analysis, Powell asserts that Saddam Hussein and Iraq have made no effort to disarm as required by the international community.[1] [2] [4] [5] ... He says that is factual information that Saddam Hussein and his regime are concealing their efforts to produce more weapons of mass destruction.[0] [1] [2] [4] ... These are facts that need to be proven hence need for further research.

b3 Intelligence analysis is of great importance to the national and international security. It is useful to determine the current operations of the enemy of the national or international community matters and also predict their future behaviors. In event of the availability of the battle, it aids the military officials to collect data and process information on the battlefields. Accurate intelligence analysis will help keep nation safe and prevent potential threats that a =====================5/6====================== nation may experience (Fingar, 2011). Powell speech show that intelligence analysis is of great significance because it is only tool that can be used to determine if the Iraq is making effort to adhere to disarm policy and the report clearly shows that, Iraq and Saddam Hussein have not responded to disarm obligation and but they are making efforts of to produce more weapons of the mass destruction.
