Miami is considered to be one of the second largest economic and financial center cities
in Florida and in Miami Dade County. It is the most populous city in the Miami metropolitan
area after Washington. Miami which is seated in Miami Dade County was better known as the
“Biscayne Bay Country” dating back to the growth of Miami. It's estimated that Miami has a
population of 441,003 in 2016 with a density of 12,139.5 people per square mile (or 4,687/square
mile) (Miami, Florida Population, 2019). This makes Miami the 44th most populous place in the
U.S. The city of Miami was first visioned and developed by Julia Tuttle and Henry Flagler in
1896.

Miami Police was established in 1897. It started with patrols three districts and a total of
twelve neighborhoods in each of the districts. The North District, Central District and South

District. They also operate field units like specialized operations and community relations. There
are more than 1,100 sworn officers in the Miami Police

Miami Police Department has encountered a couple of corruptions over the years. Drugs have
plagued the streets of Miami especially cocaine and drug related crimes against officers have
increased throughout the years. Between the 70’s and 80’s there was a major Cuban migration.
Since 1986 and the epidemic of cocaine there has been various corruption related to drugs,
bribes, murder, racketeering, robbery, theft, homicide, narcotics trafficking, perjury, extortion
and payoffs, which promoted countless vehicle sadly, many police officers could not resist
temptation when faced upon large volume of drugs. Many Police officers stolen, ripped, extorted
drug dealer, later to be found guilty in a court of law; sadly, a majority of the officers police were
Hispanic.

The most recent Use of Force case was on October 2018 when three Miami officers were
arrested a Mr. Jones during a routine car stop. The situation did escalate quickly which did end
with a severe beating, and a removal of the suspect/victims left eye with from the serve blows
delivered by Officer Hernández, and Reynolds. Fact of the case were has follows:

The outcome of this was that these officers were arrested and lost their jobs. Noble cause
corruption took a hold on them. Like Caldero stated “Mama Rosa’s Test”, where a senior office
starts an illegal event and the rookie officer is ask to follow suit. In the Use-Of-Force events
discussed above rookie officer Reynolds clearly demonstrated that

Officer Jones of the Miami Police department implemented himself and his partner from the
footage of his body worn camera. The footage of the video ultimately lead to both officers
