There are two key obstacles I could see to implementing my recommendations: 1) public safety agencies and/or organizations being concerned that there may not be enough resources to handle the outcome from change and 2) perceived loss of control and influence from other communication companies (Okeke, 2015).
I could see public safety agencies and/or organizations being concerned about the time and resources it may take to implement my recommendations, especially since I suggested a state-by-state training exercise before full implementation. They may worry that it will take too many personnel, too much time, and cost a lot up front to carry out the training exercise as well as to actually implement FirstNet and the Sonim XP8s. They may also worry about the need to hire new personnel who are well versed in the technology, which also means putting out more money.
I also could see companies who already offer their services and products for public safety communications perceiving my recommendations as loss of control and influence over their customers and the market. FirstNet and Sonim would basically take over the field and therefore, have a monopoly on the market. This could be a major threat to other companies and could potentially hurt their business and force them to either find new clients, come up with new a service or product, or even (worst case scenario) put them out of business. They could also view this as giving two companies too much power. So, other companies may have a lot of push back.

Module 5 contains a reading entitled 'Barriers to Change". Describe the key obstacle to implementing your recommendations in the issue study.
Law enforcement agencies are always ready to implement change because they believe that the change will have a significant impact on the entire organization. The primary goal of implementing my recommendations is to reduce the rate of cybercrimes in the United States. However, although the recommendations will benefit law enforcement, it is expected that there will be obstacles to implementing the change.
One of the obstacles to implementing my recommendations is the lack of employee involvement. There is usually the fear of change among employees unless they are involved in the change process (Smith, 2015). When the law enforcement fails to engage employees during the implementation of the recommendations, this will spike the fear of the unknown, lack of desire to embrace the new change, hence a complete barrier to change.
Moreover, a lack of an effective communication strategy may be a barrier to the implementation of my recommendations (Smith, 2015). Some law enforcement leaders may assume that once they announce the recommendations, employees will be ready to adjust and start working on the new changes. An ineffective communication strategy may lead to resistance to change.
Also, the management may not have sufficient resources to implement my recommendations. Huge investment in technology is required to deal with cybercrime. Law enforcement will need technological equipment and also resources to train officers. Therefore, inadequate resources may be a barrier to change (Okeke, 2015).
