1. Research topic
1.1 Title of the project
· Bridging the gaps between ROP and the citizens
1.2 Nature of the problem or issue under examination (the focus of the study).
The police force is one of the official and civil security apparatuses in the state, since it is grantee trust and the authority to act, in order to monitor the general conditions of citizens and individuals. Perhaps the most important thing the police provide to the citizen is the preservation of public order and monitoring the implementation of laws, ensure protection, and solve problems of various kinds. That not only the citizen needs the police in many areas of life to clear some transactions such as transactions and permits commercial passports residence cards and citizens and bring hands working and issuing a license to lead others. The main issue that will be discussed, and attempted to solve in this study is to reduce the gap between police and citizens in Oman. To this end, a new road will created and joined and new services will established to facilitate communication between the police and citizens (institutions and individuals).
2. Background and context of the study
2.1 How did the problem or issue arise?
Today, the police are an essential part of the composition of any state. Citizens need police in most areas of their lives, and the citizen is responsible for redeeming many of his needs with the police. In light of the constant need of the police, the citizen found it difficult sometimes to talk with a particular official or delay and obstruct him in his work. From this point of view, the researcher tries to find a suitable solution to reduce the gap and easy access to anyone at a time when the service needs of it and reduce the time of prolapse as well.
2.2 Why is it an important topic to study?
The importance of studying this subject is due to the continuous increase and the increasing need of the police to clear many commercial transactions, for example, complete travel procedures for citizens and expatriates, bringing in expatriate workers, creating and renewing personal cards, residence cards and passports. On the other hand, the researcher is studying in the specialization (Logistics and Transport Administration) and considers the police an important part of this area in terms of customs and goods inspection and theft operations and fraud and fraud and transit procedures from the borders of States. The aim here is to increase students' awareness of the role played by the Royal Oman Police in the success of the logistics movement in Oman.
2.3 Provide definitions of key terms or concepts.
ROP: Royal Oman Police
Logistic: Is the area that manages the flow of goods, energy, information and other resources such as service products and even people from the production area to the consumption area. Logistics includes information gathering, transportation, inventory, storage, physical processing, packaging and many more (shoplift, 2018).
Custom: Is a station that collects the material coming from any foreign country to another country in order to ensure its safety and allow access (English-dicshinary-Wip, 2017).
2.4 Point out the limitations imposed.
There is no doubt that there are some difficulties the researcher can face during the period of study especially that the police of the categories are difficult to reach easily due to the great privacy in this field. Other than that, there are so many very difficult topics to talk about where secrets and privacy are considered. The researcher is afraid of the difficulty of obtaining the information he needs to complete the research.
3. Methodology
3.1 The aims, objectives, and research questions/hypotheses
The main objective of this study is to reduce the gap between the police and citizens, because of which citizens is hindered in clearing some of their transactions. Through interviews and interviews, the researcher tries to communicate with the concerned authorities in the police and to communicate with the individuals in the community to know their needs and facilitations that the police wish to obtain from the police. The research will focused into one main question and three sup questions, which is:
Main question:
· What are the preferred solutions that can take to reduce the communication gap between Royal Oman Police with citizens?
Sup question:
· Analyse the most prominent problems that come because of the gap between them and the police, in various fields?
· What are the advantages that will accrue to citizens if the gap between the police and citizens is reduced?
3.2 Research Method (e.g., qualitative, quantitative or mixed) and justification for approach
The mechanism to use by the researcher in this study is qualitative research, which based on data acquisition through interviews and studies (questionnaire) and open conversations with parties with good knowledge and background on the subject of the study. Through qualitative research, the researcher can obtain a great deal of real information and opinions and be able to reach effective results after analysing all the data obtained through this research.
3.3 Tools of data collection (e.g., questionnaire, interviews, focus groups, documentary analysis)
As for the type of research (qualitative research), the focus will be on two tools, the questionnaire and the interview. For the interviews, several interviews will conducted with persons from the police who work in the field of clearance of general personnel transactions such as personal cards, passports and licenses. Commercial and customs clearance. The questionnaire will be distributed to the citizens and the faithful to know their needs and complaints and thus to present them to specialists in the police.
4. Literature review
4.1 Demonstrate Familiarity with the relevant literature needed.
Article 1:
In the CBSN magazine, on May 31, 2015, Frank Jacksonville, Mayor of Cleveland, wrote a report on the gap between police and society entitled Bridging the Gap between the Police and the Community (Frank Jacksonville, 2015).
In particular, Frank Jackson spoke of the gap between citizens and police in the city of Cleveland, United States, describing them as strict and using excessive force, often resulting in negative and adverse consequences. In order to solve this problem, an agreement has been established with the United States Department of Justice, which provides for the establishment of laws in various fields, so that there will be a solution to the problem in which any problem will be dealt with in a violent manner, but will be resolved according to law.
Article 2:
GOVERNMENT WORK from National Swell 5 ways to strengthen ties between cops and citizens, writing by Thomas MacMillan, 4 Sep 2014 (Thomas MacMillan, 2014).
In this research, the author developed several solutions and ideas to strengthen relations between citizens and the police. The main objective of this study was to reduce the gap and take the initiative in resolving disputes and ending transactions. Perhaps the most prominent solutions he has developed are trying to resolve things in a friendly way in the face of any fight or problem and calm things rather than amplify them, and welcome the expatriates if they are from outside the country and need to give him a good idea of this country. Thomas add: "In fact, the locations of houses geographically are sometimes far from the centres of the company and their presence, causing some delay to reach them and this is why a president makes citizens say that there is a big gap between the police and society.". (Thomas MacMillan, 2014).
.
4.2 Show a precision of relevant literature to be included:
Through this study, the researcher will analyse all the results of the questionnaire and interviews to identify the causes and consequences of the gap between ROB and the citizens. The researcher expects to reach a radical solution to the issue of delay in the clearance of daily transactions such as personal cards, passports and others through the creation of a new system can be the customer to choose the service that needs and the introduction of all data, then be stored and all data to the police and the end of treatment, Clearance of the transaction in full is sent to the client to go to the company and receive treatment. Through this system, the customer can reduce the gap and make it easier for him to reach the police at any time.
