SUBJECT: Approval of Updates to the Penn State Pattee and Paterno Libraries

This proposal introduces and explains the several problems that students face within the Pennsylvania State University’s Pattee and Paterno Libraries. As a student of the university, I am writing this memo to obtain your approval to fix the problems that all students encounter when visiting the library. In order to fix the issues at hand, it is required that Penn State University conducts several updates to the library.

The Problem:

With over 40,000 undergraduate students at the University Park campus, finding a place to peacefully study becomes a challenge. The lack of tables is a severe problem within the library. Students spend a considerable amount of time wandering around the library in the attempts to locate a table. With our busy schedules we do not have time to waste. Taking over thirty minutes searching for a place to do our schoolwork becomes frustrating. Along with the lack of tables is the shortage of outlets. There is a substantial amount of tables that are not in range of an outlet making the search even more extensive and aggravating.

In addition to the lack of seating, library policies are not enforced. Others who are not conscious of their volume often disturb others around them. It becomes difficult to focus when surrounding noises are at a maximum volume. These problems affect all students at the Penn State University and need to be addressed accordingly in order to give students a better experience when visiting the library.

Solutions:

I believe that there are several solutions to the problems that students face when visiting the library. In order to create seating availability, it may be more beneficial to remove the bookshelves and replace them with E-Textbooks. Not only will this generate more space without spending a substantial amount of money expanding the library, but also the students will favor the convenience of using electronic textbooks. At the same time, supplying portable outlets in range of all the tables will be a simple and cheap task to accommodate the student’s needs. This will reduce the amount of time student’s waste searching for a table. As for controlling the volume of students, library staff should be required to enforce policies or suggest that students take advantage of the rooms specifically available for talking.

Qualifications:

I am qualified to carry out this project because I am a student of the university and I first handily experience these problems almost every time I go to the library. I understand the frustrations of the library and recognize what is required to carry out my proposed solutions. I will be able to use my knowledge of the problem as an advantage when executing research. My excellent leadership and communication skills will allow me to take charge and put me in a distinguished position to successfully conduct research.

Research Plans:

To begin my research, I will speak with students on campus about their experiences with the library. I will ask the students if they encounter the same problems that I do when visiting the library and if so, how often. I will continue to ask the students what updates they would hope to see for the library. After speaking with students, I will take the initiative to speak with the Penn State University Pattee and Paterno library officials and present the data that I have collected from the students. I will also propose the solutions that I have come up with and ask for their input.

Schedule:

· September 21st: Receive approval for proposal

· September 30th: Collect data by speaking with students on campus

· October 10th: Review data collected and contact library officials

· October 12th: Meet with library officials and present data

· October 17th: Draft progress report

· November 1st: Meet with library officials about the implementation of solutions and finalize the plan

· November 4th: Organize and submit final report

Conclusion:

Now that I have addressed the issues that students face every time they visit the library, it is time to take action. I have explained the frustrations within the library such as the limited availability of seating, the lack of outlets, and the noisy students in the quiet areas. I believe that the solutions to these problems will make the library a less exhausting place for students to do their schoolwork. After explaining my research plans and the necessary steps to take in order to be successful, I am greatly looking forward to hearing your response.
