One of the first questions in the mind of a project stakeholder
is ‘when will it be delivered?’ Another is ‘how much is it going to
cost?’ Both are legitimate questions that may be asked of a
project manager at any time during the lifecycle of a project.

And both are questions that an effective project manager
should (and most certainly would like to) be able to answer.
How can a PM know the status of a project at any point during
it’s implementation? A project measurement ‘system’ needs to
be established that provides timely, complete and accurate
information about the project variables that will identify the
progress and performance of the project. This information, the
‘actuals’, enables the project manager to determine, analyse,
control and report variances from the project baselines.
