Choice of Components
The outdoor "sports venues infrastructure policy paper" by the City of Darebin has been presented sing four major components. The components employed in delivering the policy paper to the targeted audiences are an introduction, sports venue classification, sports venue support infrastructure, and the sporting pavilion. The rationale behind the choice of the four contents by the council is to ensure the message is delivered methodically and concise to the interested stakeholders (Torkildsen, 2012). The systematic flow of the policy content using the four concise components has the effect of enhancing the ability of the readers to follow and comprehend the idea behind the policy in the city. Indeed, the introduction component has been employed in the policy paper to offer a concise and comprehensive reflection of the policy and its background to attract the audiences to peruse the entire content. Similarly, the intention of the council to give a reflection on the sports venue classification component is to demonstrate the current state of the sports venues in their different ranks. This reflection has the effect of signaling to the stakeholders on the need for the sports infrastructure development in Darebin City.
The intention behind the introduction of the sport venue support infrastructure component by the council is to demonstrate to the stakeholders on the physical capacity of the sport infrastructures currently in place to raise awareness on the gaps that needs to be filled to realize an enabling environment for the sportsmen and women in the area (Weed, 2014). Lastly, the intention of the council for using the sporting pavilion component in the policy paper is to the rationale and the criterion the city intends to employ in determining the development needs of the various infrastructures and the standards that should be met to realize internationally recognized standards. Consequently, the collective intention from the four components was to win the support of the diverse stakeholders in promoting the sports venues infrastructure that is facing financial and infrastructural deficiency.
Venue Classification
The various field names that have been selected for classification from the ones listed by the Darebin City include the TW Andrews Reserve, CT Barling Reserve 3, Bill Lawry Oval, BT Connor Reserve 3, Crispe Park, Edwardes lake Athletic track, Merri Park, and the NARC tennis facility. Accordingly, the TW Andrews Reserve venue can be classified as the single-use venue. The rationale behind the decision to classify the field as a single use venue is due to its local holding of the sports activities. The unique use venue or site is one that can only hold one activity at a given event (Weed, 2014). Thus, the TW Andrews Reserve venue fits the single-use classification because its size can only accommodate a single event during a given time. The CT Barling Reserve 3 also, falls under the single use classification.
The classification of the CT Barling Reserve as a single use venue is because it used to hold neighborhood sports activities. This aspect means that the ground can only accommodate a single activity at a time, which makes the venue a single use venue (Kassing, 2013). In contrast, the Bill Lawry Oval venue located in Northcote Park fits the classification of a multi-use venue. A multi-use venue is a venue that can accommodate several activities at a given time. Thus, the extent of the Bill Lawry Oval to serve regional sports activities since it has attained a level of accommodating different activities at once from its improved size and status (Kassing, 2013). The BT Connor Reserve 3 also, has been classified as a multi-use venue. The BT Connor Reserve 3 is used in serving district level activities, which means it has the capacity of holding multiple activities concurrently.
The Crispe Park can be classified as single-use and multi-use venue. The classification of the Crispe Park as a single use venue is because during the winter it can only serve local sports activities while during the summer it serves district level activities (Torkildsen, 2012). Consequently, the site serves a single activity at a time during the winter season and multiple activities during the summer season. In contrast, the Edwardes lake Athletic track is well classified as a purpose-built venue. A purpose-built venue is one that serves a particular sports activity (Weed, 2014). Accordingly, the extent of the Edwardes lake Athletic track to offer athletic sports activities means it is purposely built to serve athletic activities. The Merri Park also is a purpose-built venue. The Merri Park site is a purpose-built venue since it purposely serves the baseball activities. Lastly, the NARC tennis facility is also a purpose-built venue since it is involved in serving the tennis activities only at the district level.
Asset Management Practices Effect
The use of the asset management practices has the potential of benefiting the council in the utilization and attractiveness of the amenities in place. One of the ways the application of the best asset management practices will assist the amenities is the cost saving ability (Kassing, 2013). The Bill Lawry Oval venue and the BT Connor Reserve 3 amenities that serve the district level activities have the effect of demanding huge financial allocation due to the activities they support and the size of the crowd. Accordingly, the application of the best asset management practices has the effect of enabling the two amenities to save costs since the unnecessary use of the grounds that causes breakages and loss of the essential components will be eliminated reducing the cost of repair and maintenance.
Equally, the use of the recommended asset management practices will have the effect of assisting the amenities to generate more revenue from the one offered by the council to support its financial resource generation (Weed, 2014). The venues such as the TW Andrews Reserve and the CT Barling Reserve 3 that are ranked as local and neighborhood venues have a high potential of attracting diverse activities like weddings for hire by locals if their assets are maintained and utilized optimally. Thus, the venues will generate other income from the extra services offered that will enhance its ability to meet the various operational expenditures and improvements. Additionally, effective use of the asset management practices will assist the amenities in improving their regulatory compliance that attracts national and international selections for major tournaments in the country (Kassing, 2013). The Preston City Oval and the DISC velodrome facilities that currently serve regional activities will benefit from international and national selection to hold significant games if they enhance their asset management, which will be instrumental in increasing revenue generation.
Success Assessment of the Sporting Pavilion
The council uses the scoring, standards, and responsibility and the tennis component size to assess the success of the sporting pavilion (Darebin-City, 2012). The scoring criteria entail determining the extent a sporting pavilion meets the social inclusion, functionality, development potential, condition rating, and the utilization capacity. In contrast, the standards and responsibility criteria assessment involves the extent to which the different components meet the space size required for each pavilion. Similarly, the tennis pavilion is assessed on the extent of meeting the required size for the various parts. The rationale employed by the council is logical because it entails the determination on the ability of the sports pavilions to accommodate the diverse activities engagements successfully and the ability to eliminate risks.
Avenue Use and Revenue Generation
The two venues of interest in the analysis conducted are the Lakeview Tennis facility and the KP Hardiman Reserve. The Lakeview Tennis is used to hold the tennis tournaments, which implies it sources revenue from gate tickets and the council grants. The KP Hardiman Reserve is used to hold hockey games that implies the source of the revenue is gate fee and the council grants. However, the two avenues can enhance their revenue generation by diversifying the sports activities they hold (Torkildsen, 2012). The Lakeview Tennis can extend the activities to volleyball games to generate more revenue since it has a close facility to that of volleyball. Similarly, the KP Hardiman Reserve can diverse to handball games due to the close field factors with hockey.
