Program Evaluation Part 3
1. If they don’t master the instructional material provided by the program (outcomes), how can they make improvements in their performance?
In addition to the education, the component will also offer job training. The goal for them is to obtain a GED or a High Diploma at a minimum. There will also be opportunities for job and skills training so that they will be prepared to enter the workforce and maintain employment. We will also have tutors on hand to offer tutoring services. Another way is to find out their learning style and try to plan the lesson plan around the different learning styles.
· Purpose/ Hope to Accomplish (Goal Statement) To provide a safe transitional home, and help improve their overall well-being, health, education, child care, and future employment with the goal of obtaining permanent housing.
· Services: Address the root cause of homelessness through a range of essential support services, including mental and substance counseling and treatment, provide hot meals, offer day care services, life skills classes(financial management, goal setting, problem-solving, communication, nutrition, and personal safety), education classes, employment opportunities
2. Kirkpatrick’s Four Levels for Evaluating Training Program
Level 1: Reaction- you want people to feel the training was valuable. Measure how engaged they are. This will help to make improvements to future programs.
Level 2: Learning- focuses on what the trainees have and have not learned. What they think they will be able to do differently, and how motivated they are to make changes.
Level 3: Behavior- this helps me to understand how well people apply their training. It can show where help is needed.
Level 4: Results- Analyze the final results of training. Included outcomes, demonstrate a good return on investment. Usually, the most time-consuming and more costly.

Outcome: Clients will be able to budget finances
Outcome: Clients will be able to obtain and maintain employment
Outcome: clients will be able to obtain and maintain permanent housing
Level 1: Reaction- I want to know that the program is effective and meets the needs of the participants. I want to know how I can further improve the program to further benefit future participants. I can ask questions such as: Do they feel the training was worth their time? What were the biggest strengths and weaknesses of the training? Was it engaging?
Level 2: Learning- Before the training/education part begins, I will test them to determine their knowledge, skill levels, and attitudes. Once it’s finished, I can test them again. I can do this with interviews and verbal assessments. I can see if they are prepared for a job interview and receiving a diploma.
Level 3: Behavior- I can conduct mock job interviews and also have participants complete certain tasks that will further prepare them for employment. The skills they have learned they can use in different ways such as volunteering, tutoring, and team-building exercises.
Level 4: results- They should be ready to receive a diploma, go for job interviews, obtain employment, and permanent housing
