Procurement Regulations in the United States
The procurement operations carried out in the United States are regulated by both federal, state, and local policies, depending on the character of the organization and the source of funds. On the federal level, the governmental procurements are governed by standardized acquisition regulations that focus on competition, transparency, and equity in choosing the vendors. Although Harley-Davidson is a privately held organization, it should also adhere to the federal regulations pertaining to labor regulations, data security, and cybersecurity, and contract compliance in the process of acquiring enterprise software systems.
At the state and local levels, procurement policies tend to influence taxation, licensing, regulations on environmental compliance, and requirements of human resources. The cost, technical capability, previous performance, financial stability, implementation schedule, and risk management ability are the standard criteria that are employed in the procurement of sources.
