Background:

CCH is currently involved in a $60MM rehab of a 200 unit 1-bedroom tower building in uptown Oakland CA

The problem is there is a no formal project reporting system. Our development team (who does not report to me as COO) but reports to CEO, has no financial, timeline, and milestones-based reporting. The project will take 18 months. There are already a lot of change orders causing project cost over-run. Last Friday I learned that the General contractor is proposing further delays in moving back the dislocated residents into newly rehabbed units. 

Due to the lack of Construction (or major rehab) cost and timeline tracking reporting, this $60MM is likely to experience severe setbacks as 2 previous projects ($20MM to $30MM) projects did. 

I would like to create a system of reporting using KPIs and SWOT analysis.

When did the organization become aware of the problem? What actions, if any, have been taken to mitigate the problem?

Due to the persistent dearth of affordable housing for seniors in California, org is aware of this problem for more than five years. Org builds housing at extremely low rate due to high cost, red tape and paucity of affordable debt, government grants and interested investors, besides resilient neighborhood opposition called “Nimbyism or Not in My Back Yard-ism”. This slow production of housing units under traditional methods of development and construction produce far fewer units annually than the need or demand for such affordable housing units.
