Identify Problems from the Literature and Write a Problem Statement

The topic of my choice is, factors affecting the rate of completion of county funded development projects. The author introduces the problem by introducing the basic terms in the problem. The establishment of County governments was aimed at decentralization and devolution among other things. Decentralization is the transfer of authority on a geographical basis whether by decentralization (delegation) of administrative authority to field units of the same department or level of government, or by political devolution of authority to local government units or special statutory bodies. Problem statement

Most of the projects started by the county governments fail during the completion stage. According to the World Bank (2012), there have been many more failures than successes in the completion of projects especially in the developing countries. As noted, the difficulties of administration rather than the nature of the project, have been the main troubles with public projects completion. As a matter of fact, there is an abundance of project failure, resulting from the inability to or poor performance in terms of completion. Comment by Dr. H: Are you talking about a specific county? Devolution having been initiated in some years back in various nations, was aimed at getting government services closer to the people. Since 2013 after the inauguration of devolved system of governance, the county governments have brought extreme changes in the Country (John, 2018). Many of these projects have been completed successfully however some have stalled and others did not commence at all. This failure denies citizens the opportunity to access government services as well as not achieving value for money which is allocated to the county governments. The audit report 2016 on County and Constituency development projects reported that about 60% of the projects initiated in the previous year were not complete while others were rendered inadequate. This has raised concerns among many stakeholders which makes this research on the factors affecting the rate of completion of these projects need further emphasis. Literature Review

The literature review gives discusses various done studies that are related to the study and sentiments of various authorities in the area of study. The introduction of county governments in the study gave rise to two levels of government. The national government has three arms which include the executive, legislature and judiciary while the county governments have an executive constituting of departments headed by county executive committee members (CECM) and the county assembly consisting of the speaker and members of county assembly (MCA). County governments have also resulted to decentralization of power, functions and resources. John (2018) argues that decentralization is the transfer of public authority and resources including personnel from national to sub-national jurisdictions. Similarly, decentralization is defined as the transfer of authority, responsibility and accountability from the central government to the local government. Decentralization has resulted to various projects being initiated and implemented by the county governments. Many of these projects have failed due to poor management, corruption, fraud and lack of political goodwill are other factors associated with deterred growth in counties. This makes a research on some of the factors affecting the rate of implementation of county funded projects necessary. Rationale for choosing the topic

The general objective of this study was to determine factors affecting the rate of completion of county funded development projects. The study was guided by the following specific objectives:

1. To determine how project size influence, the rate of completion of county funded development projects

1. To establish how allocation of funding influence rate of completion of county funded development projects

1. To establish how budgetary control influence the rate of completion of county funded development projects

This study was of great importance to the county governments as it provided useful information on the factors affecting the rate of completion of development projects. This study was also of importance to scholars who were researching about the completion of county funded development projects in their respective nations. Also, the study was of great importance to project management teams as they were to use it as a reference point during the completion of various projects.

How to improve the problem statement

Given time to improve the problem statement, I would do further study research concerning the topic and read as many journals as possible in the area. This will be of great help for I will be having enough information concerning factors that affects the county funded projects and hence I come up with a better project with good problem statement. Conclusions and Recommendations

In the first objective of the study, the researcher recommends that County Government should ensure that proper project planning and implementation has been conducted prior to project completion. This will enhance efficiency in county management by understand constraints such as scope and manpower requirement for each stage of a project. Proper planning will also help in fixing project complexity and project duration on undertaking project. Also, allocation of funding should be conducted in a timely manner. The national government should continuously release funds to local county governments on timely basis and County Government should ensure that there is enough documentation and accumulation of resources for each integrated development plan hence resulting to timely, equitable and long-term funding of projects. Thus, having budgetary controls should be well addressed such as expenditure monitoring and guideline on budgeting but not non-compliance with the procedures. Poor budgets controls measures should not be entertained as they are process of misappropriations and embezzlements of county funds.
