A. Main point 1: Background Not Background, Problem.
1. Commanders have the authority to deviate from standards during emergencies in various examples, such as procurement or wearing of uniforms, physical fitness tests, and grooming standards.
2. During the COVID-19 pandemic and to abide by social distancing restrictions, the Commandant of the Marine Corps canceled the physical fitness test and suspended the circumference measurements as part of the body composition program.
3. The congressional representative from Maryland, Jamie Raskin sent a letter to the Marine Corps Commandant asking him to ease grooming standards so that Marines are not unnecessarily exposed to the COVID-19 virus while getting haircuts. 3. Local, state, and federal law differ but when adding individual service published orders, this can lead to the negative impact of disobeying a state executive order.
