Problem Definition: Discussion

Policies are usually developed as a way of solving an existing issue or taking advantage of a chance. Delineation and definition of a problem are the first stage in the process of policy development. The policy developers need to ask questions such as whether the problem exists or not, if something can be done to solve it and if there is power to implement that solution. It is at this stage that the problem is identified including its causes. Problem delineation and definition is significant because it helps in shaping the actions that will take into consideration in order to deal with it.

Another importance of problem delineation and description is that it helps in recognizing who identified the problem as well as if the issue is recognized by the society and the extent people are willing to contribute toward solving it. Another importance is that it helps in identifying whether the public authorities are willing to react to the issue or have an interest in helping to handle the problem.

At this stage, it is important to conduct background research so as to help find adequate information that can help solve the issue. The information also helps in predicting trends which will help analyze whether there is the possibility for the problem to change. Finally, description of the problem is very important as it helps the policymakers to determine the right time to develop a policy. For example, by examining the issue, the policymakers can know whether it is too soon or the right time to come up with the policy.

Outlining the goals is very important as it helps in keeping a common ground for all the involved stakeholders. Through setting of goals, the individuals are able to know what they are heading to and what is to be attained. Therefore, it helps keep people focused and aligned toward the same direction.
