Homework Scenario
In spring 2018, historic flooding damaged areas of Old Ellicott City, Catonsville, Patapsco State Park, and the historic bridge from the Hilton estate at the entrance to CCBC Catonsville.
In fall 2019, repair work on the bridge was completed. The pathway used by Facilities Management staff and some students was paved.
The bridge sits at the edge of the CCBC campus property. The area along Campus Drive between the bridge and Rolling Road is Baltimore County property. Currently there is no sidewalk or paved area for pedestrians.
Here is the (hypothetical) situation:
Baltimore County Department of Public Works has just announced that the areas along Campus Drive will be served by a sidewalk. The sidewalk will be installed by May 15, 2020.
Additionally, the CCBC Board of Trustees has approved a project to design and install pedestrian walkways, benches, and plantings along the hillside from the bridge area up to the circle drive around campus. The walkways will lead pedestrians to crosswalks across from the Hilton Center parking entrance and near the Arts building loading dock entrance. The Board approval for the project required that project team members be student volunteers, enrolled during the spring, summer, and /or fall 2020 semesters.
As President of the CCBC Engineering & Engineering Tech Club (CEETC), you have just learned that your Club members will be in charge of this project on the Catonsville campus. Congratulations! You have been selected as the Project Manager!
Other CCBC clubs, including the STEM Society, the Green Club, and the Hilton Historical Preservation Club, will be working with the CEETC. CCBC Student Life may have some funds available for club activities.
Various CCBC leaders, including the Dean of Student Life, the Engineering Department Chair, the Assistant Director of Facilities, the Campus Director, the Director of Finance, the Senior Project Manager, and others are very interested in the success of the project.
These campus leaders have identified the following restrictions for all aspects of the project:
1. can be easily assembled using part-time volunteer labor
2. fit in with the historical nature of the campus, and meet approval of Hilton Heritage Society
3. fully comply with the national historic registry requirements of the Hilton property
4. comply with the sustainability initiatives of CCBC
5. will be secure
6. can withstand the elements
7. reduce safety hazards for pedestrians; no increase in safety hazards
8. include pathways made mostly of porous, permeable materials; no net increase in impervious surfaces on campus
9. will use solar electricity from small rooftop solar panels for lighting and perhaps electronic monitoring
10. cost no more than $20,000 total for design, approval, build, and installation
11. fully comply with Americans with Disabilities Act and Amendments requirements.
12. can be installed and functional by November 30, 2020.
The products of this project will be primarily used by Catonsville High School students and CCBC students. Additional users include individual CCBC staff and faculty members, the Facilities Management Grounds and Maintenance staff, the CCBC Green Club, the CCBC STEM Society, the campus Sustainability Committee members, and non-student Catonsville residents.
The Catonsville Campus Assistant Director of Facilities (CADF) will be your contact for questions and approvals. Funding for this project is coming from the CCBC Executive Director of Facilities Management’s department budget.
Some documents to consider using for this project are the CCBC Master Facilities Plan, the CCBC Sustainability Plan, the National Registry of Historic Places listing for the Hilton property, and CCBC Service Learning Policy.
Resources could include CCBC Surveying Technology, CCBC Construction Management, CCBC Sustainable Horticulture, CCBC Geospatial Applications, and CCBC Engineering Science faculty members.
