Scenario

The National Weather Service has declared an Ice Storm Warning for the Chicago Metro Area for the next 24 hours. An Ice Strom typically has heavy accumulations of ice that will create extremely dangerous travel conditions, damaging trees and will likely cause extended power outages in the Chicago Metro Area. In preparation for the Ice Storm; The Mayor has issued a state of emergency for Chicago. A travel ban has been issued and will start at midnight. The Mayor's office has shut down transit system, roads, and bridges. Travel will be restricted to emergency personnel only.

Emergency Management

Emergency management involves plans, structures and arrangements established to engage government, voluntary and private agencies in a comprehensive and coordinated way to respond to the whole spectrum of emergency needs.

In The United States, the lead Federal agency for emergency management is the Federal Emergency Management Agency.

� Disasters and infectious disease outbreaks over the last several years have demonstrated the importance of emergency preparedness for large- scale events affecting many people. The ability to respond effectively to events producing a massive influx of patients that disrupt daily operations requires surge capacity.
