Imagine that you have been asked by a congressional committee to present a policy brief on your selected health issue (the issue you chose in Module 3 and have been focusing your assignments on). The congressional committee is conducting hearings on the topic to help inform their decision about the issue and the best type of policy to set, and they have requested that policy specialists on this topic (that is you) present testimony (a policy brief). They have given you up to 10 minutes to present to them on what the key policy issue is related to the topic, your recommendation for new or different policy, and what effect the recommended policy would have on the issue. Your job is to convince the legislators, who are a mix of Democrats and Republicans from states across the country, that your policy recommendation is the best option. As you create your presentation, keep in mind who your target audience is, the information that would influence their decisions, and what would make them most likely to support your recommendation.

For this assignment you will create an eight to 10 minute policy brief presentation screencast. You should present it formally as if you were conducting it “live” in front of a congressional committee. In your presentation, you should:

Describe the health issue you are focusing on, including extent of the issue, who the issue affects, and negative consequences of the issue.

Discuss the key policy-level problem/question related to this topic.

Explain the policy alternative you recommend for addressing this problem.

Evaluate the intended effects of this policy alternative.

Justify why you believe this is the best policy alternative.

Creating Screencasts

This course requires you to create screencasts for some of your assignments. A screencast is essentially a presentation that you give using your home computer. Screencast software allows you to record your voice (through your computer's microphone) and what is on your computer screen (such as a PowerPoint presentation). Screencasting and video creation may be new to some students. You are strongly encouraged to leave yourself a generous amount of time to create your screencasts if this is new to you. Below are some additional resources and tips to help you create screencasts and videos.

Evaluation

Your policy brief screencast presentation should be approximately eight to 10 minutes long. This assignment will be graded using a rubric. Please review this rubric prior to beginning the assignment. You can view the rubric on the Course Rubrics page within the Start Here module.

The screencast presentation that you create for this assignment will also serve as the basis for one of our discussions next week in Module 8. As soon as you have submitted your assignment for this week, you are encouraged to go directly to the discussion for next week and submit your initial post (the link to the screencast presentation). This policy brief is essentially a slimmed-down version of the full policy analysis final paper that you will submit next week.

This assignment will be graded using the rubric displayed below. Please review this rubric prior to beginning your work. You can also access the rubric on the Course Rubrics page within the Start Here module. This assignment is worth 25% of your final course grade.
