Policy Analysis Paper (Group)

You will work in groups of two (or three) to develop one policy analysis report. Using chapter 3 of Karger & Stoesz (2018) as a guide, pick any state or national social policy somehow related to social work practice.

First, each group is required to post (Policy Analysis Blog on Bb) the title of your group’s target policy to be analyzed and why it is significant to social welfare and/or social work practice. Second, each group is required to submit and post ONE outline prior to developing the group policy analysis paper based on group discussion. Reference list of scholarly articles (7 articles per each student) for the policy analysis should be attached. Next, you as a group must submit and post ONE policy analysis report.

You are expected to cover the key elements of a policy analysis in chapter 3. Thus, the paper is broken into six distinct sections including introduction and conclusion. Please use headings and subheadings to indicate your transitions from one section to another. The analysis paper (and outline) needs to include, but not limited to, the following information:

I. Introduction

· Provide basic information about the policy (law or bill) you selected

· Describe the reason you selected the policy

· Why is this legislation important to social workers and our clients?

II. Background and description of the Problem/Issue

· Importance and relevance of the problem/issue to the development of social welfare policy

· Nature and scope of problem/issue (be sure to include relevant statistics)

· Consequences of the social condition (who are the people affected by the problem/issue and how)

· Known or suspected causes of the problem/issue

III. Historical background of the Policy

· Historical roots of the problem/issue

· Key events in history that have had an impact on the problem

· Origin of the policy (first legislation)

· Major legislation passed to address the problem/issue over time

III. Description of current policy (attempting to address the problem)

· Overview of the policy (name, year of enactment….)

· Short and long term goals for outcomes

· What does it provide (type of services…)?

· Who are covered by it (eligibility…)?

· How is it implemented?

· Where is it be seated administratively?

· Funding mechanisms

· How is it evaluated for its efficacy?

· Length of time it is expected to run

· What is the scientific knowledge base it is grounded in?

IV. Analysis of the policy

· Policy goals (manifest and latent)

· Are the goals of the policy legal?

· Are they just and democratic?

· Do they contribute to greater social equality?

· Do they positively affect the redistribution of resources?

· Do they contribute to a greater quality of life for the recipients?

· Will they adversely affect the quality of life of the target population?

· Do they contribute to the positive relationship of the target population to the overall society?

· Are they consistent with the values of social work?

· Political & Economic & Administrative feasibility

· Which group will oppose or support this policy?

· Public perception of its feasibility

· What is the minimum level of funding necessary?

· Is adequate support available to fund the policy?

· Does the policy have what it takes to be effective

V. Policy recommendations

· Recommendation

· Provide your position (support, opposition, or change) on the law.

· If any, what recommendations do you have regarding how this policy issue might be better addressed?

· Rationale

· Ground your position in social work ethics and values, making sure to cite the Code of Ethics and Social Work Speaks (NASW)

· Strategy

· How do you recommend that you and other social workers advocate to address the policy issues you have identified? Give at least three (3) examples of how you as a social worker can bring about change that will have a positive impact on this issue or problem in the future.

VI. Conclusion

This should be an in-depth look at a policy, so pick something interesting you and your group. In writing this paper, you should pay particular attention to the impact of their chosen policy on vulnerable groups including women, children, older adults, people of color, and poor people, as applicable to your analyses.

· Give comments on at least 3 other groups’ topic

· Outline: 3~4 pages (use the outline format illustrated above).

· Discuss with your group members and develop a final outline of your group’s chosen policy as a group through discussion.

· Include references that your group will cite in the reference page (at least 7 articles per each student). (e.g., professional journal articles or government publications or think-tank/advocacy organization reports. Simple website links <e.g., online news> are not accepted.)

· Submit AND post ONE outline on the Bb (Policy analysis blog).

· Give comments on at least 3 other groups’ topic (Policy Analysis Blog)

· Each student needs to complete and submit a peer-evaluation form, which rates each group member's level of participation and contribution to the group work. (* peer-evaluation form will be provided on the Bb).

· Final paper: At least 12 full pages but not exceed 15 pages (not including title page, tables, figures, references). Use headings and subheadings to organize your thoughts. Your paper must follow APA format (12-point size Times New Roman font, double-spaced, 1-inch standard margins…) and include references.

· Be sure to edit your group members’ individual works into one “complete” paper (format, writing style). Don’t simply combine each one’s part.

· Put the name of the final editor of the paper in your peer evaluation.

· Each student needs to complete and submit a peer-evaluation form

· Submit AND post ONE outline on the Bb (Policy analysis blog).

· Due date:

· Posting a policy: W4 Sunday (9/13) midnight &feedback by 9/16

· Outline: W6 Sunday (9/27) midnight & feedback by 9/30

· With a completed peer-evaluation

· Final paper: W10 Sunday (10/25) midnight (submit AND post)
