Specific Feedback:

This was a very thorough proposal for one recommendation ( the surveillance system), but the

goal was the lay out three options and put forth one of the three for recommendation.

Additionally, from the wording in your introductory paragraphs it is unclear if you are creating a

new policy for an existing program or if you’ve made an entirely new program? We were

looking for adaptations to the existing program. Finally, the timeline for rolling out the

surveillance system was unclear.
