Typology of Crime Strategies

A range of enforcement strategies could be used.  Increased patrols in the area to serve as a deterrent and reassure community stakeholders.  Law enforcement can go to the local schools in the area to inform students that the precinct is aware of the increased crime in the area and that they are starting a local PAL (police athletic league) which serves as community policing.  Law enforcement might have a meeting with business owners to discuss security measures like private security and alarm systems.  Law enforcement could install cameras in the area for surveillance.   

 

I would install cameras to monitor the area to investigate what portion of Metropolitan pkwy is experiencing more crime, what type of crimes specifics about the crime like license plates and what direction are the offenders going, is any of the offenders affiliated with gangs/ organized crime, are there crime not reported for example.  To install camera, it will free up personnel to follow up on leads.  Cameras allow you to monitor the data to focus on areas that may need more targeting. Cameras are on the clock when officers are not and are relatively inexpensive present day.  They will serve as a deterrent to criminals who observe that the cameras are there, and to those that are inept the camera will pick up valuable information regarding crimes that are committed.  The data gather by the cameras will inform me where and what times to schedule patrols.

 

I would have six officers to patrol the area.  One on opposite ends of the area and one in the middle on three shifts 7am-3pm, 3pm-11pm, and 11pm-7am for a total of six officers to patrol and two to follow up on intelligence gained from the cameras.

 

 

2. As Chief of Detectives my presentation would explain that actionable intelligence that comes debriefing is productive as it coincides with the major goal of law enforcement which is interdiction and intervention of crime.  My presentation would show how the techniques used are well thought out or contemplative with regard for the given resources of the department.  The presentation will show that using proactive methods to stop of crime and not react to crime after it happens.  Also, it will show a plan as to what areas, and offenders are targeted.  Additionally, it will monitor how what and if any actionable intelligence is gained from debriefing suspects. Lastly, the presentation how and when these strategies will be modified and evaluated if necessary. 

 

The information from debriefing will be entered in to Compstat then used to determine where to target patrols, what type of surveillance to be used, and which crime suppression tactics to use. Information from debriefing can inform how informant cultivation can be used to form RICO or conspiracy charges for example.  Such information can benefit other department such as Drug Enforcement, Gang Violence, or Vice.

As the Zone 3 Precinct Commander of the Atlanta Police Department, I am responsible for developing strategic goals, polices, procedures, initiatives and preventive measures to reduce crime. Crime has become increasingly frequent in the area, and I must decide on an intervention to tackle the ongoing matter. First, I would begin with community policing. I would inform the the local business owners and college campuses about the increasing rate of property crimes in the area, and them I would encourage them to partake in crime-prevention measures such as locking doors, hiring armed security and displaying more cameras. Next, I would increase the foot patrol and police presence in the crime hot spot areas in an effort to reduce the rate of car theft and burglaries. Due to the extensive range of the commercial development, I will have to enforce hot spot policing in the areas that have the highest rate of property crimes. I will dispatch foot patrol to each retail store, night club and office buildings located in the area for 24-hour surveillance until the crime rate decreases. Hot spot policing was selected as my approach to minimize crime in the area because the heightened police presence and visibility aims to increase an offender’s perception that he may be apprehended if he takes advantage of crime opportunities at that hot spot.

 

As the Chief of the Detectives at the City of Decatur Police Department, I have been successful in obtaining valuable information by debriefing individuals after their arrest. Some of my detectives feel like debriefing is a "waste of time", so I have created a presentation to be presented at the next investigative technique training session outlining my thoughts on this investigative technique and the benefits that can be derived from it.

The Purpose of Debriefing and the Benefits Derived 

 

Exhibit A: Purpose- Arrest debriefings can be extremely valuable in developing useful information. The purpose of a debriefing is to gather as much information as possible about criminal activity and use the information in criminal investigations. Arrested persons are debriefed because they are likely to know about other persons engaged in criminal activities and are more willing to offer information after their arrest.

Exhibit B: Quantitative Study of Detective Todd’s Arrests- In this exhibit, I will present a chart of all of the arrests I made and the intelligence I received. Next, I would present a chart that correlates to the number of arrests that I have made based off the intelligence I received from debriefing.

 

Exhibit C: Actionable Intelligence- In this exhibit, I will present the database that has been developed that distributes tons of useful information from the arrests and debriefings of offenders such as drug dealers and prostitutes. 

 

Conclusion- Debriefing processes should be incorporated into the daily business of policing. When this happens, there are significant outcomes for the organization as a whole and more outputs from operational teams in respect of, for example, intelligence material, arrests and public reassurance.
