2. Is the problem and purpose clearly identified and explained? If so, how? If not, where are there problems? Be specific and give detail.

3. If there is a background section, does it make sense and has it acclimated you to the history of the issue successfully? If so, how/why. If not, where are the problems? Are they missing a background where there really should be one? Is the background too detailed and causes a loss in focus? Give three specific problems you see in their report with details to support your position/findings--if this were a real issue, what would you have problems with before accepting the writer's report--imagine this is a $100,000.00 contract--would your classmate's report be enough to win the bid or get the approval.
