Change Control
Change is an essential part of any organizational management as it operates in a dynamic environment. Change management is a way of standardizing to efficiently manage all the changes with minimal impact on the product, processes and the organization. Whether the organization is for-profit or government institute, its operations take influence from the external environment and if these changes do not get translated, then organizations get stuck into a static position. Change management was not very eminent in the past because changes occurred at a slower pace and it took many decades to introduce a worthwhile change but with the internet revolution the pace of change got fast and it gained an unprecedented pace. With the invention of the computer and internet technology, the world has been changing at an expected pace. The changes in the external environment have been translated into changes in the organizational setup and private organizations have swiftly taken upon the changes, the government institutes have been hesitant. There are numerous factors for these resistive factors among which the top one is bureaucratic set-up and little ownership. Irrespective of who is leading the organization, it is not their 'own' department so they have little motivation for change and this results in poor and delayed change impacting the organizational performance. To achieve the organizational objectives and break free from decade-old methods, change management is essential for government departments (Sartori & Costantini, 2018). Victoria Police has been facing challenges in its Information communication technology because of its dated IT infrastructure. The police department is integral to the management of law and order situations in a country. Information technology is an efficient and effective tool for law and order management and this tool has not been effectively used by Victoria Police which has resulted in a security breach. This was the initial problem that was decided to be solved by the replacement of the existing ICT system called the 'Law enforcement assistance program' (LEAP). Once the decision was made to replace LEAP, there was a long list of problems. To begin with, there were limited resources which were available for the new system. But once $50 million was allocated for the new system, the process for introducing a new system kick-started but it was neither focused nor efficient. Because first a new system was proposed for $ 59 million dollars but it was vague and did not have the exact detailed features which could resolve the issues faced by the LEAP. Furthermore, after several discussions and negotiations, some minor changes were made but they were not enough. Once the budget was finalized and the administration finally decided to buy a new system, the system was bought off the shelf, and then it was customized for the needs of the Victoria police which interrupted its basic functionality. In brief, the overall process of change management was extremely poor which lead to a waste of time, money, and resources.The deal with this issue, an effective change management approach is needed. The above-mentioned problems constitute a long list of the problem before the execution of the new method and the list will be further longer once it is implemented and all these problems can be cured through an effective change management team which include competent team members well aware of the working of technology and the police department. The change management team is given due authority to make decisions to ensure that the process does not catch up in bureaucracy (Torrens University Australia 2020).
