Arrest-Related Deaths Program

Arrest-Related Deaths (ARD) data is collected to calculate and describe the reasoning that is surrounded by civilian deaths that tend to take place during an arrest. It also takes into account the deaths that occur when solely in police custody. The data is collected nationally and it shows data which described the circumstances to the arrest-related deaths. The current ARD program relies on each of the 50 states to identify and report all cases of police arrest-related deaths. The program itself has been enabled since 2003 and between 2003-2011 made improvements to capture data needed but still 41% of estimated homicides by law enforcement were not captured in 2011.

The ARD program included three main purposes while collecting data. Those three purposes were to (1) Identify arrest-related deaths, (2) acquire information about arrest-related deaths, (3) submit a summary of incidents and incident reports. The program used an internet based data collection tool to gain its information on Arrest-Related deaths. Data collection is made on a yearly cycle throughout the year and when the annual data collection is over it is transmitted to BJS for analysis. It is designed to be the national census of civilian deaths when an arrest occurs during any type of interactions with state or local law enforcement officers.
