Analytical Report

Throughout the semester, you have written 4 memos to analyze the case on step at a time. The analytical paper allows you to revisit the case and your memos, and write a report to address the key questions: how can emergency managers develop, advocate for, and implement policies to prevent/mitigate a disaster like the incident in West Texas?

From the public administration’s perspective, the success and failure of a policy is rarely a single actor’s responsibility. Instead, it often lies in the collective efforts of actors from different jurisdictions and different sectors. There is no easy/simple solution to any of our policy problems. Therefore, I hope you can take the time to think through this case and propose the key policy changes that need to be taken.

Here is my suggestion of how you can integrate the memos into an analytical report:

1. Briefly describe the facts of the case

2. Reveal the key problems of the system that lead to the failure of regulating or responding to (only choose ONE focus) the incident by identifying the key actors and discussing their performance in the case.

3. Propose the policy changes that need to be taken to address the problems you identified (make sure you have a clear argument about why these policy changes can address the problems).

Reminder:

· When writing the analytical report, please choose and indicate the audience that you want to write to in order to advocate for a policy change or to highlight the lessons learned from the case. While writing, you should keep your audience in mind and provide policy suggestions that directly relate to your audience.

· The analytical report should be no longer than 2,000 words in length (references are not included). These assignments do not require you write very much. Therefore, I expect to see higher quality writing in your submission.

· Please note that one of the evaluation criteria is “improvement.” Please read the feedback I provided to your memos and take the feedback into consideration when writing your report.

Evaluation:

The analytical report will count 15% towards your final grade. You will receive a score between 0 and 100 for your submission. I will grade your report using the following criteria:

· Introduction (5%): Does your introduction provide an overview of your report? Does it explain the purpose of the report? Does it accurately present the key message of your report?

· Substantive knowledge (30%): Do you demonstrate an understanding of the case? Do you provide the right amount of case context for the audience?

· Analysis and evidence (30%): Do you engage the primary and secondary sources convincingly to support your claims? Is your argument logical and make sense to your audience?

· Writing (20%): Is your report well-structured and organized? Do you have cohesive and well-developed paragraphs? Is the paper written with your intended audience in mind? Did you proofread for grammatical mistakes and typos? Is your paper written within the word count limit?

· Improvement (15%): Is it a well-integrated report rather than a direct combination of four memos? Do you take the feedback from the memos and demonstrate an improvement in your analytical report?
