F.B.I. (Rationale and Analysis of Agency)

PAD 599 Capstone

Introduction

Background

The Federal Bureau of Investigation (FBI) is the U.S.'s local security and intelligence service agency, and its prominent role is to act as a federal law enforcing corporation. The FBI is empowered by the U.S. Department of Justice and is a recognized member of the United States intelligence community. The agency reports to the director of National Intelligence and attorney. The agency was developed in 1908 as the Bureau of Investigation and later changed into the FBI in 1935. The agency's headquarters are in Washington D.C.

Functions

The company performs a wide range of functions, including those about the civil rights of Americans. The agency plays a central role in enforcing the citizens' rights, investigating hate crimes, and determining the type of law abuses by human traffickers, public officials, and involuntary servitude. The agency also ensures to respond to the citizens' demands by ensuring they have access to the judiciary to enter their violations. The agency also establishes strong relationships with the local and law enforcement departments, non-governmental organizations, prosecutors, and minority and majority community groups. The agency delivers its role of protecting civil rights by encouraging citizens to report violations and encourage and share the paybacks of sharing intelligence and information. The department is also tasked with the role of establishing proactive strategies to be used in recognizing and responding to different trends in the sector.

Another role of the F.B.I. is to fight corruption in elections, prisons, and international campaigns. The agency investigates violations of federal law by the public representatives at state, federal, and local levels of administration (Ausensi and Smith 2021). The agency oversees the investigation of fraud related to federal government purchases, funded programs, and contracts. Also, it deters the threat posed by public corruption in the nation's boundaries to contain any attempts to increase vulnerability related to weapon trafficking, drugs, dealing espionage, and alien smuggling. The agency also contains weapons that can be used for mass destruction by ensuring that there will be no chemical, biological, or nuclear incidents that can explode at any time.

The F.B.I. further specializes in deterring organized crimes by diluting any crime group posing a comprehensive threat to the citizens and the United States. Examples of these crimes include migrant smuggling, drug trafficking, and human and fire trafficking. Other organized crimes include extortion, illegal gambling, cybercrime, cultural and cultural and wildlife property. Other crimes include violent crimes, mass killings, sniper murders, and serial killings, which can paralyze communities and limit the process of digital resource distribution. The last type of role for the F.B.I. is to deteriorate by white-collar which are not violent but involve a certain number of victims. White-collar crimes can pose threats to the erosion of public trust in public and destroy an organization. An example of these white collar tubs assassinations include the different types of white-collar crimes, including corporate fraud, falsification of monetary information, and dealing with sole corporate insiders such as insider trading, individual tax violations, and kickbacks,

Current Event

The most recent event involving the F.B.I. took place on August 8th, 2022, when the former president of the U.S, Donald Trump, stated that the F.B.I. had gone ahead to perform a search at his Palm Beach, Florida home where they went ahead to break open a safe. According to Trump, this account signals a massive leap in the numerous investigations into the final stages of his presidential term. According to those close to Mr. Trump, the search was targeting his material possession which Trump had brought Mar-a-Lago, and his private residence and club, which he had secured while leaving the office. The boxes that Trump had taken comprised numerous pages of classified documents (Campbell, 2020). According to the F.B.I., Mr. Trump had failed to fulfill his obligation of returning the 15 boxes containing the resources required by the National Archives for numerous months and was declared a threat of action to ensure that the group retrieves them.

Rationale Criteria

I chose this agency because the F.B.I. plays a critical role in social security and government insurance and ensures that matters resolving government insurance have been resolved. I also have a lot of interest in seeing what the future holds for the incoming years and the types of benefits the agency will be able to provide future generations with after Gen-Z and the millennials. The reason is that they were recognized as an independent agency by the federal government of the United States as an independent department dealing with public welfare services (Basuchoudhary and Searle 2019). The other reason for selecting the F.B.I. as the focus area for this agency is because the F.B.I. deal with and provides a wide variety of information that will enable me to learn about the diverse functions that play an integral role in keeping the agency up and running. By doing this, the F.B.I. ensures that they provide security and empower the freedom of civilians in the long term. This ensures that Americans will have the opportunity to enjoy being in their nation and not worry about any expenses.

Organizational Design

The FBI managed by the Director who is then deputized by the Deputy Director together with an Associate Deputy Director. The roles of these top leaders is to oversee branches, offices and divisions across the agency. The Director responds to the President of the United States. the five branches of FBI include the National Security Branch, the Human Resources, The information technology, the criminal, cyber, response and services, the science technology branch. The responsibility of overseeing these branches is assigned to Executives assistants and the divisions inside these branches managed by the deputy assistant directors. The role of deputy director is to oversee the entire seven offices and other branches inside the agency. The SACs is made up of the office of congressional affairs, office of public affairs, office of equal employment opportunity, office of the general counsel, office of the Ombudsman, Office of professional responsibility and the office of compliance and integrity. These offices play the role of supporting the different branches. As big as the FBI department is, it would be easy to draw the assumption that this would attract complexities that would slow the management and efficiency of the agency by corrupting the communication procedure thus slowing the progress of the agency towards realizing its goals and mission. However, this is not the case since the agency is supported by the most advanced technology which empowers the different divisions to communicate promptly while dispensing services to the citizens of the United States.

Milestones

On September 12th, 2005, the F.B.I. created the National Security Branch, which was among the most significant milestones. This followed after the attacks that happened on September 11th, 2001. Various departments were involved in the National Security Branch, such as new weapons of Mass Destruction (W.M.D.), the Counterintelligence Division (CD), F.B.I.'S Counterterrorism Division (CTD), and the Directorate of Intelligence (DI). After the attack of September 11th, all public areas were under the surveillance of the F.B.I. Besides that, the F.B.I. was able to maintain the safety of the United States because it managed to deploy sophisticated technology surveillance in different areas. The creation of the National Security Branch, as well as adding the other branches, helps the F.B.I. to be able to maintain the safety of Americans.  After the creation of the branch, any attack targeting Americans was stopped and dismantled before happening. Besides that, the F.B.I. has managed to add linguistics to its workforce. Since the F.B.I. is global, it is significant to have people who can speak and translate other languages fluently, as this will make communication simple and faster. Due to the increased number of languages with a concentration in North Africa and the Middle East, the F.B.I. has managed to train many people using the Translation Quality Control Program. This plays a vital role in promoting diversity within the agency.

Possible Causes Hindering the Implementation of Policies

Many effects can impede the organizational design, such as time and resources set aside for each candidate who has applied for the position. The time taken to choose qualified candidates is commendable. A lot of time and money is spent on each potential candidate and cannot be recovered back in case that candidate fails to qualify. The F.B.I. then conducts an extensive background check, administering a polygraph test (Gutiérre, 2019). Then a top-secret clearance follows, which is employed by the F.B.I. only. The other possible cause could be the large size of the F.B.I., which might hinder effective communication within each division. In case anything happens, it could take a lot of time to allocate the problem and discover the source versus a medium-sized agency, whereby pinpointing could be more accessible and uncomplicated.

Recommendations

The budget in the larger agencies can be spread very thin because there are a lot of items to consider. At some point, although this depends on the position, an individual can be overworked. Besides that, the workload of the Deputy Director will be alleviated by the Deputy Director. Having a lighter workload, the Deputy Director will be able to more energy and time into the offices. The other recommendation would be splitting the Resources Planning Office and the inspection Division among the Directors. Both Deputy Directors will work for an extra hand and are close to being able to bounce those ideas to others to move the agency forward. The Lighter workload allows the Deputy Director to concentrate fully on the offices. This is because the offices offer quality support to the branches and divisions.
