Positive Effect 1:

Performance Management is one of the best positive effects in regards to employee performance assessments (Riccucci, 2012). The performance of all employees is comparatively assess to accomplish the work-related requirements of the public sector body while paying proper regard to employee benefit. The positive outcome within the performance management is going to have to be the improvement within transparency, accountability, and long-term continuity with the company.

Positive Effect 2:

Training/Development is a crucial piece when it comes to any job whether it is in the public sector or not. Every organization is going to want the best and continue having the best for years to come. Training and development are key fundamentals in modernizing government through public sector reform and renewal initiatives. The use of public service training and development institutes to develop “new professionals” a new generation of public administrators and governmental leaders will allow for the development of management competencies, values and ethics, which are mandatory to carry out successfully public service reform and renewal initiatives.

Challenge 1:

The privatization/outsourcing model would have to be one of the challenges that the privatization/outsourcing model would have to be one of the challenges that the human resources department must struggle within. This models main function is to outsource human resource functions, which leads to a diminished role for human resource managers in the public sector (Riccucci, 2012). Some agencies do not have the metrics in place to show in advance that outsourcing a service will save money. Problems from poorly conceived contracts can create cost increases that exceed the costs of in-house services, and if there is a poor contract oversight, a government is open to corruption and profiteering.
