Examine a public administration problem or issue that currently covers all three levels of government, i.e. Federal, State, and Local. Use the topic of public health I specifically live in Fort Myers Florida USA which is in Lee County
Format:
The Final Project Paper is to be submitted in the following format or organization:
I. Cover Page to include the Course Title and Number, Your Name, Title of Final Paper, Professor’s Name, and Date
ii. Acknowledgment of own original work certification statement - copy and paste certification statement (below) into paper.

Page 1: Explain the problem or issue along with its brief historical background.
Pages 2-3: Discuss the levels of political and bureaucratic power at each level concerning this problem or issue.
Pages 4-5: Discuss the applicable applications of administrative law to this issue or problem.
Pages 6-7: Discuss the ethical behavioral concerns this problem or issue presents.
Pages 8-9: Discuss the components of the negotiating and bargaining process at the level(s) that this problem or issue is mostly concerned.
Page 10-11: Explain how this public administration problem or issue has become, or will become, a public policy along with the formation steps it took or will take.
Page 12 References: Your statements are to be supported by a reference.
