Gang Denial

When budget shortfalls happen, and police agencies must cut back on programs one of the first under the microscope is the gang investigation unit. Consequently, some communities had engaged in gang denial. This is the case in many small towns and in your text the author uses his hometown of Syracuse New York. ”When a community suffers from gang denial, ineffective prevention of gang growth and development is often the consequence.” (p.175)

Gang denial is usually not an issue in America’s largest cities.

Nations Gangs

According to the National Alliance of Gang Investigators, in order to qualify as a nations gang:

Memberships exceeds 1,000 members

The gang can be documented in multiple states

The gang maintains extensive drug networks

The gang exercises aggressive recruiting strategies

The gang has advocated an ambition for power and massive membership

Smaller gangs seek to align with nations gangs, while they lose their former “identity” this will be replaced by a more ”respected” super identity. (p.177)

Nation Gangs

Large gangs, or nation gangs have spread beyond their respective immediate neighborhoods and regions where their influence is seen across states and even countries. For example the Crips and Bloods have grown beyond California to numerous other states.

Nation Street Gangs

There are plenty of urban local street gangs in cities across the U.S. Many of them especially those in larger urban areas are likely to join a “Nation” gang. Nations status is given to any street gang that has an affiliation across the U.S. The largest of these nation coalitions are the Crips, Bloods, People, and Folks. The goal of this lesson is to help you define a nations gang and to identify some of the larger nation’s gangs.

Defining A “Nations Gang”

In our text, American Street Gangs, the author, Tim Delaney defines a nations gang as:

“Nations status is given to any street gang that has affiliations across the United States.” (P. 197)

For example: The Folk Nation (also known as Folk) is an alliance of American street gangs originating from the Chicago area, in 1978. The gang has since spread throughout the United States, particularly to the Midwestern United States. They are rivals to the People Nation.

FBI 2009 Gang Threat Summary

According to the FBI the primary threat involving gangs comes from the members migrating from urban to suburban areas with regard to trafficking, distribution and sales of illegal drugs.

The existence of 1 million gang members pervades all 50 states.

Most gangs engage in violence in conjunction with a variety of crimes including retail level drug distribution

58% of local law enforcement agencies reported that criminal gangs were active in their jurisdictions in 2008 as compared to 45% in 2004, increasing 14% in just four years.

Gangs are migrating from urban to suburban and rural areas so that they can expand their drug distribution enterprises.

Criminal street gangs commit as much as 80% of the crime in many communities.

Street gangs are starting to participate in the international trafficking of drugs

Bureau of Justice Statistics

Based on their National Crime Victimization survey in 2005, it was revealed that 21% of high school students report gang activity in their schools an increase from 18% in 2001 and 16% of rural high school students report gang activity in their schools, an increase from 13% in 2001.

The presence of Sureno street gangs in rural Idaho and Oregon is part of the ”Sureno Movement.” The rural suburban Idaho and Oregon Sureno gangs identify with the letter “M” and the number “13” as a tribute to the Mexican Mafia.

Syracuse Experience

The two most powerful gangs to emerge in Syracuse were the 110 Gang and Boot Camp. Both of these gangs are strictly local gangs with no nation affiliation. These gangs care as much about controlling turf as they do about making profit selling drugs.

Hip-Hop and its Influence on Boot Camp Gang

The origin of the name “Boot Camp” can be traced to the hip-hop super group “Boot Camp Clik.” Cav Allen greatly admired the Boot Camp Clik and their hardcore rap style.

The Crips Nation

The Crips are believed to be the largest of all the gangs found in the U.S. 13,000 Crips live in L.A. and it is estimated that there may be upwards of 30 to 35,000 members across the U.S. The Crips may have evolved from the Black Panther Party. In 1970 the Baby Avenues changed their name to the Avenue Cribs. Crip evolved out of that name. (p.199) Calvin Broadus, a crip known as Snoop Dog started gangster rap.

The Crips started out in South Central LA back in the late 1960’s – changing their name in the early 1970’s

DON’T COMPLAIN ABOUT YOUR RANKING. When you put in work long enough, you will be promoted. (Work means killing, robbing, assaulting the enemy)

DON’T ATTACK WITHOUT OG’S APPROVAL, OR FOR NO REASON. If you are caught attacking for no reason, or without approval, you will receive a beating the first time, your second time we will debate your punishment.

DON’T BRING UNNECESSARY FEDERAL ATTENTION TO THE GANG. If you are caught brining unnecessary attention to yourself, you will receive a beating, and your second time we will debate your punishment.

WE DO accept Mexicans and Whites, But we hand pick those. Very few are allowed.

Bloods Nation

There were some African American groups that did not support the Crips. One was the Piru Street Boys who eventually allied with other gangs to form the Bloods. The Bloods are in direct competition and conflict with Crips from L.A. throughout the U.S. As in Los Angeles Buffalo NY Bloods wear red plaid handkerchiefs known as soldier rags (do rags) wrapped around their heads. The Nations

The two largest organized groups of gangs are known as the Folks and People nations. While the Crips and Bloods are in general more racially specific, in the Nations gangs there is greater ethnic and racial mix among many of the gangs aligned with the Folks and the People.

The Folks Nation and People Nation are “umbrella groups” that represent a collection of individual gang factions.

Gang problems are ranked: larger cities, suburban counties, smaller cities and rural counties.

Latin Kings Example Rules

People Nation (#5)

The right hand is considered the dominant hand and is always displayed in front of the left. When members "throw" a hand sign of a crown, the Latin Kings' symbol, they must use the right hand.

Members should not sit with their legs crossed because their right leg represents the "King" and should not be crossed.

Members are allowed to sell heroin and crack, but prohibited from using the drugs. Smoking marijuana is allowed, but only during certain hours.

Kings are instructed to respect each other and not fight. They are not allowed to seek retaliation against fellow members without approval from higher-ranking members.

Any member that participates in homosexual activities will be suspended pending an investigation by a chapter council.

Some of the rules mimic the Ten Commandments: A member must not steal. A member must not "lust for pleasure" in another member's spouse.

LA RAZA: Relations With Other Gangs

Although La Raza is affiliated with Folk Nation, La Raza has been to war with many Folk Nation gangs such as Gangster Disciples and other Folks. Their main rivals are local gangs like Latin Kings, and the Latin Counts from the Back of the Yards and Cicero areas.

LA RAZA Activities: Proliferation of a Nations Gang

La Raza's activity has historically been centered in the Chicago area, but it has since expanded to other areas.

A 1996 police report noted La Raza as the rival of the Gran Familia Mexicana, a federation of Mexican gangs in the New York city area.

Between 2001 and 2003, La Raza was involved in a gang war with Vatos Locos. In the end, 12 Vatos Locos members were charged in the conspiracy to kill 4 rival gang leaders, including one leader who was sentenced to 151 years for his part in the plan.

In April 2005, 19 suspected members of La Raza were arrested in the Naples Florida area by federal and local law enforcement. Officials estimated the group's membership at around 100 and noted they'd been in the area since at least 1996.[

In July 2005, La Raza was listed by Immigration and Customs Enforcement (ICE) as one of the 54 violent street gangs targeted by ICE in a two-week nationwide enforcement action called Operation Community Shield. Local officers in Gwinnet County Georgia have noted the presence of La Raza members in their jurisdiction. ICE officials have arrested La Raza members in the Atlanta area.

A 2005 report produced by the USDOJ noted the presence of La Raza in the western United States, but not at a high level of activity. A total of approximately 17 percent of the law enforcement agencies surveyed nationwide reported a presence of La Raza in their jurisdictions. Just over 6 percent of those agencies reported La Raza activity as moderate to high levels.[

Asian Gangs

Chinese gangs in Chicago have evolved out of two old and historic community organizations, the Hip Sing and the Tong. Also active are the Hwa Chings, or Young Chinese started in San Francisco’s China Town. These gangs are involved in extortion, drug trafficking, and prostitution along with some human trafficking of sex slaves. Vietnamese gangs are the most secretive and are considered the most violent.
