Introduction. Sunrise Company is a privately owned construction company that deals with restoration of residential properties that have been destroyed by
either floods or fires. The company has different clients whom they have unique projects to be restored. The company faces resource constraints as I am going to discuss below. Description of the resource constraint that sunrise company and its project managers are facing. There are a number of resource constraints that
Sunrise Company is facing which can be attributed to the company’s owners, the contractors and the company managers themselves. First of all the human capital resource is limited, the company has got only two full time technicians and due to the work that needs to be done, they are not able to finish in time. Secondly, the database of the approved contractors is really limited, this inconsistency has led to challenges in estimating realistic time for the jobs. The equipment are also unreliable and the two project managers takes them on first come, first served basis. This makes the job to be delayed. They have the skills of the expertise constrain as well as physical limitations for the workers. And this makes the work not being completed in time, ( Zuo, et al, 2018) Is the sunrise’s method of prioritizing resource assignment viable? Why or why not
The current method of prioritizing resource is not viable, the company uses first come first served basis which is not applicable in such a work designated for this company. For example, Tyler could not get the equipment which delayed his part of the project for 3-days while the equipment is in use by Ken. These
three days of idleness did not only incur project time delay, but workers and project manager need to get paid. Money to cater for the lost three days will as well be incurred. Getting of equipment on first come, first served basis is demoralizing Tyler, who is a project manager especially after going to report and he was told that that’s how the company has been running. Competition for human resource and equipment is unhealthy. How could technology alleviate some of the sunrise’s
resource management issues? Technology has been very helpful in dealing with situations like these, as mentioned in given case study pertaining to resource management. The reservation system would help project manager efficiently plan for project. If all project manger’s plans are highlighted under one application, it

would show all conflicting activities or resource allocation. Therefore, giving project manager enough time to negotiate or look out for alternatives or provide
timeline estimates accordingly. Although not all project managers would want their plans to be disclosed to one another, but technology can help keep rest of
the plan hidden from other project manager and only highlight the conflicting parts. Here is where project management related software can be really helpful to understand availability of given resource in future time, (Kerzner, 2019) Would Tyler’s suggestions to hire additional technicians and purchase more equipment solve the resource problem at sunrise? Why or why not? Tyler’s suggestions are based on his current project and that is not in the project entirely. Hence, his suggestions to add technicians and procure more equipment is not going to solve overall problem. It might solve his problem pertaining to his project, but it will create problem
for his owner. The main problem is with equipment not available on given time and not their unavailability. Time is the problem. Hence, a solution should come
out dealing with how the equipment would be available equally to all project managers and on time. Adding new equipment would increase the idle time and those idle time eats up budget from company, which no company wants and is not efficient. As rightly stated, the issue has occurred for just one project manager out of many, so it is more subjective than objective. The project manager needs to be co-operative and work how other project managers would, who are not complaining, (Bjorvatn & Wald, 2018) Put yourself in Tyler’s position and create a one-page proposal for the Sunrise owner. Outline the current issues briefly with corresponding detailed recommendations for action. Your actionable improvements must be specific, address your (Tyler's) concerns, align with the owner's priorities, and outline the benefits of your solutions in a persuasive manner
PROPOSAL FOR ONGOING IDENTIFIED ISSUES
To, Owner, Sunrise Reconstruction and Remodeling, Issue Description: Unavailability of resources on time which leads to failure of delivering results and unsatisfactory customer remarks. Resources are not allocated in advance and due to the first come first served policy, it is only at the time of need, we realize that equipment is not available. Same goes with the technicians. Recommendation: Hiring new technicians and procuring new equipment will only incur additional
charges during their downtime as rightly outlined by you.

I do agree with that statement and I got an opportunity to widen the requirement. Based on my research, I believe making use of free to very cheap computer
application would help us resolve this issue. My colleague working in another company mentions how they use reservation system based on project commitments and that has been working out pretty well. Our First Come First Served basis can prove to be more advantageous if used for reservation. The first person to reserve it can reserve it for his projects. This will give enough time for other project managers to align that specific activity to make maximum out of the equipment. I am sure you brought up the point about idle time of new equipment based on current downtime of the equipment we have. Adding the technology/software factor will not only help project managers to schedule activities based on availability, but this will also reduce the idle time of current equipment. This will help company take more projects than we currently are handling. The applications available in market, can also be used for integrating timelines of all project managers. This will not only give project managers, a high-level overview of equipment and technician availability, but also provide you timeline on idleness of project managers, which could be used to accommodate in other projects. I would also like to have the First Come First Served basis be active as of now, when the equipment/technicians are not booked by any project managers. I really hope this suggestion would be beneficial to all stakeholders in the company. If you would like to understand more about available applications online, I can certainly provide you a list and set up a meeting to understand further. Yours faithfully, Tyler
Conclusion. First come, first based approach is a good approach to be used but not in all circumstances. When it comes to resource allocation the approach is not suitable, resources should be shared equally amongst the employees as no employee is working in isolation. Team work is very important so as to achieve maximum resources. Team work means all the resources are available are to be shared by each and every member equally so that the results are maximized.
