In order to realize the objectives and the set goals of the Homeland Security infrastructural protection plan, the authorities have various unlimited roles to perform in this process. The roles that they are accorded to play are important in ensuring that the set objectives are fully met. The following are some of the roles of chief privacy officer as outlined in the Homeland Security Act in order to help in the provision of high notch infrastructural security assistance.

To begin with, the chief privacy officer will be accorded the important responsibility of assigning duties to senior officers in the various departments. These appointed officers will directly answerable to the security officer in the implementation of the privacy mechanisms. The specific duties are not limited to the use of technology sustain but ensuring that it does not erode the privacy policy of the organization. Secondly, the appointed officers need to ensure that there is a complete protection of personal information as outlined in the information protection procedures. Moreover, the subordinates are also required to conduct a routine assessment of the impacts of the privacy policy and determine whether it conforms to the standards of Homeland Security infrastructural plan John (2007).

The senior security officer has the right to conduct investigative roles. Under this, he has the mandate to scrutinize all records, reports, documents and recommendations that are available in the department and bears a close relation to security management strategies. This is to make sure that the recommendations that are made are within the confines of the privacy policy of the firm.

The senior security officials have the responsibility of administering any oath of persons, affirmations or affidavits whenever it is necessary for ensuring the achievements of the privacy goals by those assuming various offices. Supervision and coordination of work form the background for the successes of the general privacy policy. Lack of proper supervision may result in laxity in the implementation of the policies. Therefore, the chief security officer has to regularly perform supervisory roles on the subordinates. The constant checks put the employees on their toes as far as their service delivery is concerned Lacrosse (2005).

Every organization has its fair share of risks that are involved in its practice. The differences that are experienced in the way in which risks affect the organization is how they are managed. The homeland security infrastructural protection plan provides a complete direction on how these risks can be effectively managed. In order to have an established way of risk management, there has to be sound decision-making process. The top management must come together and agree on how to solve critical problems that are negatively affecting the performance of the firm. This is aimed at providing a long-lasting solution to these issues.

Effective risk management process has a great relation to the unity effort within the organization. An environment where everyone works for the common good is easy for the detection of any flaws to be realized. Therefore, to ensure that the impacts of the associated risks are contained, there has to be a clear record on the unity advocacy. Nevertheless, transparency in the process of the facilitation process is also a big issue of concern in curtailing the risks. The official s with the designated duties should always be free to share their experiences in order to enable the detection of the various flaws within the system. In occasions where there is little transparency, it becomes so difficult to unearth the risks that exist within the system.

Risk management process in homeland security also bears a great relation to adaptability issues. In this principle, the design of risk management actions, strategies and processes remain dynamic and responsive to change. This is so because we live in a dynamic world that requires a system that is able to adapt to the future requirements

There are several methods that can be exploited for the protection of the CIKR.For instance, to ensure that critical infrastructural plans are fully protected, a congressional process need to be developed to come up with legislation and initiatives that are aimed at critical infrastructural protection. Moreover, the focus needs also to be shifted towards resiliency, emphasizing on the importance of infrastructural protection that if gone against may attract very severe consequences. Ensuring the integration between the public and private sector is another method of ensuring that the goals of CIKR are met. This can be enabled through outreach to both small and large business to help in the funding process. The broadening of security awareness by providing training to security professionals to understand how to protect the nation's infrastructure Glassco (2006).

To ensure that the program continues to remain viable in the long run, constant checks should always be made. Revamping of more resources like the financial mechanisms should be provided to help in the advocacy of the project. The outlined programs must, therefore, get the support of the government and relevant authorities if their effectiveness has to be maintained in the long term. The consolidation of several federal offices to edge out bureaucracy will also assist in the unity advancement and easy service delivery within the system. The authorizing proportion committee structure for homeland security should be present in both houses of Congress to simply the legislation process and do away with redundancy that may be experienced in the department.
